Supply and installation of ICT equipment to schools in Crete Region

The subject matter of the contract is the improvement and enhancement of the use of digital technology in teaching practice within primary and secondary education school units in the Region of Crete. At the same time, it aims to create positive conditions and ensure equal access opportunities for the utilization of modern technologies by all participants in the educational system. The acquisition of appropriate ICT equipment is an essential means toward achieving the above objectives. The introduction of ICT into the educational process and its utilization has become necessary, as it contributes decisively to creating an innovative and appealing school for students. It also aims to improve the quality of teaching, enhance students' active participation, and develop skills such as students' critical thinking and collaborative learning. Specifically, the Operation includes the procurement of the following items: • Large IT labs, which will be utilized both to support the teaching of Computer Science courses and for the general integration of ICT into the learning process of various curriculum subjects in Primary and Secondary Education. • Laptops • Preschool interactive device, exclusively for kindergartens • Small VR labs, which represent an innovative intervention utilizing virtual and augmented reality technologies in the educational process. The procurement will equip and upgrade the IT Labs of school units in the Region of Crete. The exact quantities of the equipment items to be procured by the school units are determined by the Regional Directorate of Primary and Secondary Education of Crete based on the needs of each school unit (Equipment Needs Table of the Regional Directorate of Primary and Secondary Education of Crete). The operation enhances interactivity and promotes equal access to knowledge for all students. During the implementation of the project, the Contractors will undertake to deliver all the required equipment, in items and quantities as specified in Annex I and with the minimum technical specifications set out in the compliance tables of Annex III, to the school units listed in Annex IX of this Call for Tenders. If, during the execution of the contract, there is a change in the operational status (merger, suspension of operations, closure, etc.) of any of the destination school units of the equipment, the Contracting Authority reserves the right to designate other school units as replacements. The items to be procured are classified under the following Common Procurement Vocabulary (CPV) code: 30200000-1 Computer equipment and supplies. This contract is divided into two lots, and the detailed budget per lot is structured as follows: LOT 1: "LOT 1 - HERAKLION", estimated value of €1,325,637.10 plus 24% VAT. The delivery quantities per lot are as follows: LOT 1 - HERAKLION LAPTOP 225 LARGE IT LAB 73 PRESCHOOL INTERACTIVE DEVICE 34 Tenders may be submitted for one or more lots. Only tenders submitted in accordance with the terms of this Call for Tenders and for all items of equipment per lot will be accepted. Tenders that are vague, non-assessable, conditional, or cover only part of the requested items and quantities, as well as alternative tenders, will not be accepted and will be rejected as inadmissible. The estimated value of the contract amounts to €1,325,637.10 excluding VAT, i.e. €1,643,790.00 including 24% VAT (VAT: €318,152.90). The duration of the contract is set at twelve (12) months from the signing of the contract. During this period of contract performance, the contractor must take into account the operating days and hours of the school units where equipment delivery takes place. A detailed description of the physical and financial scope of the contract is provided in ANNEX I of this Call for Tenders. The contract will be awarded on the basis of the most economically advantageous tender, based on the best price-quality ratio.
