What the buyer wants

About the Contracting Authority Vestfold public procurement cooperation (VOIS) was established 1 January 1996 and it has all the municipalities in Vestfold county as members (Færder, Holmestrand, Horten, Larvik, Sandefjord and Tønsberg), as well as Vestfold county and the University of Southeast Norway. VOIS is organised as a host municipality cooperation, in accordance with the Municipal Act chapter 20.

Sandefjord kommune is the host municipality for the cooperation and contracts will be signed by the municipal director in Sandefjord. Other participants shall sign separate agreements. About the procurement VOIS, Vestfold county, Telemark county and the municipalities in Telemark (hereafter called the contracting authority) intend to enter into one contract for the delivery of telephony subscriptions and accompanying services. The contracting authority needs a future orientated and cost efficient system.

The contracting authority needs stable and flexible services that cover ordinary telephony, data traffic and the accompanying functions for different entities and user groups. The needs vary between the participants, and the solution must therefore be adaptable to each municipality and county, both as regards scope and practical management.

The procurement shall facilitate good national mobile coverage, secure communication, appropriate administration and effective handling of subscriptions and accompanying services. This includes i.a. mobile subscriptions, an administration portal, self-service systems as well as services for overview, administration and administration of subscriptions. The delivery shall also include additional services such as mobile broadband, IoT-SIM, shared data packages, number management, SIM management, barrier services, invoice basis and reporting.

The extent of these services can vary between the participants. Tenderers shall assist with the implementation of a new system, including porting numbers, planning and coordination of transition activities, as well as support with SIM replacements and other necessary measures to ensure a safe and efficient transition. The system shall be scaleable and cost efficient for any need for increased data amounts in the agreement period. The delivery shall be adaptable to each participant.

Attendees Overview of participants in the contract can be found in Annex 5 - Participants. The entities at the participants who mainly want to use the contract are digitalisation, on behalf of all entities. Other entities can also use the contract.
