What the buyer wants

The purpose of this above-limit public supply contract awarded in the negotiated procedure with publication pursuant to the provisions of § 60 et seq. ZVZZ is the conclusion of a contract for the supply and provision of the operation, maintenance and development of a comprehensive information system of an item bank of test tasks (hereinafter referred to as "Polozková banka '). The aim of the solution is to replace existing fragmented records with a modern, secure and centralised digital platform that ensures high quality and transparency of testing processes. Main functional units and modules: The software supplied must cover the complete life cycle of testing through the following modules: 1. The module for preparing and reviewing test tasks - the life cycle begins with the creation of test tasks that authors create and send to verify between reviewers and possibly the guarantor in the field. In preparing the test tasks, authors will be able to use artificial intelligence. 2. Module / bank of test tasks - after the test task has been approved, it will be integrated into a pool of approved tasks, from which it is possible to select items into tests, to check psychometric data (if the task has already been used in the test) or, if necessary, to re-initiate the possibility of revision of the question. 3. Test compilation module - based on the input, the user chooses appropriate questions from the list for the test, again using artificial intelligence, which, for example, will check the suitability of the test and, if necessary, draw attention to the redundancy of questions or questions explaining each other. 4. Test module - the user selects a created test here that he wants to share by testing selected candidates. After the test is performed, the test and individual questions are evaluated and analysed in the module. The information from the analysis of partial questions shall be reported back to the Bank of Test Rates for any reassessment. Utilization of artificial intelligence (AI): The key part of the solution is the integration of elements of artificial intelligence, which will serve as support for authors in the creation of questions, to predict difficulty, to identify duplication or logical discrepancies in tests and to optimise the structure of test sets based on historical data. Technical and safety requirements: • Interoperability: The system must have an open interface (API) to connect to the systems of universities, health facilities and e-learning platforms. • Safety: The solution must meet the standards of cyber security and GDPR, include two-factor authentication (MFA), data encryption (at rest i in transit) and detailed audit logging. • Infrastructure: The supply of appropriate hardware equipment (servers, disk storage) and network elements necessary to ensure the high availability and redundancy of the system are included in the filling. The implementation also includes the integration of the system into the existing ICT infrastructure of the contracting entity, training of individual user roles (administrator, author, reviewer, analyst) and providing technical support during the project sustainability period.
