The provision of permanent maintenance (continuous work) of ITS equipment and software in Bielsko-Biala, from 23.11.2026 to 31.01.2029

The contractor must demonstrate that during the last 5 years before the deadline for the submission of tenders, and if the period of business is shorter, he has performed (continuously) or has performed, for an uninterrupted period of at least 6 months, at least two services, with a value of at least PLN 1 000 000,00 gross each, each of which was or consists of maintaining in constant efficiency (continuous work) at least 50 ITS (Intelligent Transport System) equipment installed within the administrative limits of the city. Comments: 1. the term ‘ITS system’ means a system using information and communication technologies in the field of road transport, including infrastructure, vehicles and users, as well as the management, control and monitoring of traffic and the information of travellers; 2. a device operating within the ITS system shall be considered to be a light-signalling controller, a video camera, a passenger information board, a VMS or a traffic measurement station; 3. each of the services listed may form part of another contract (contract) of a wider scope or be subject to a separate autonomous contract (contract); 4. where the service shown has been performed by economic operators jointly applying for procurement, The Contractor may rely only on the extent to which he actually and specifically participated; 5. in the case where the amounts in the Contractor's documents are given in a currency other than the PLN Polish Contractor will convert them to PLN according to the average rate of the National Bank of Poland on the day of publication of the contract notice in the Official Journal of the European Union. Where, on the date of the announcement of the NBP, the average exchange rates have not been published, the first average exchange rate of the NBP published after that date should be adopted; 6. information on knowledge and experience, The Contractor shall forward, at the request of the Contracting Authority referred to in point 8.4. of the WWZ, on the form set out in Annex 2 to Chapter II of the WWZ.

The Contractor must demonstrate that during the performance of the contract he or she will have access to persons with the necessary qualifications and professional experience for the performance of the contract, as defined below: 1) Electromonter a. minimum 1 (one) person with a valid qualification certificate D, b. minimum 1 (one) person with a valid qualification certificate E, c. it is permissible to demonstrate one person with valid qualification certificates D and E. • minimum professional qualifications: Powers to operate equipment, installations and networks required by the Act of 10.04.1997 Energy law (according to the legal state in force at the date of initiation of the procedure) or equivalent powers which, in the current legal state, entitle to perform the same activities, i.e.: A valid certificate of qualification D to carry out surveillance work and a valid E qualification certificate for operation work, for equipment, installations and networks listed in Annex 1 to the Regulation of the Minister of Climate and Environment of 1.07.2022 on detailed rules for determining the qualification of persons engaged in the operation of equipment, installations and networks (Journal of Laws 2022 item 1392), in Group 1 – minimum: item 2 – devices, installations and electricity networks with a voltage not higher than 1 kV. 2. person to verify and modify the programme part: • minimum number of persons: a. minimum 2 (two) persons • minimum professional qualifications: having experience in the preparation of the programme part of the light-signalling controllers, including experience in the optimization of the software part of the AsterIT or AsterIT/S traffic control, acquired during the execution of at least one service including maintenance of the traffic control system. COMMENTS: 1. The Contracting Authority shall not allow the aforementioned functions to be combined, subject to point (1) (c). 2. Information on qualifications held by the above mentioned persons (type/type/authorities/qualification certificates/certifications, respectively) The contractor shall include in Part A of the ‘Staff potential’ form (Annex 5 to Chapter II of the SWZ).
