Assessment services of security assessment institutions 2021–2026 (DPS)

Economic or financial requirement and its description: The candidate shall have sufficient solvency, financial capacity and ability to pay for the provision of the services to which the DPS applies. The financial situation of the candidate can be considered sufficient if its risk rating in the risk rating of Suomen Ktikatieto Oy is 1 -3.

The situation of the candidate may also be assessed on the basis of the financial statements and / or other reports to be submitted on request and on the basis of a self-assessment obtained by the contracting entity.

Candidates with a risk rating of 4 or 5 in the risk rating of Suomen Ktikatieto Oy or whose solvency, financial carrying capacity and ability to pay are estimated to be equivalent to risk classes 4 or 5 may not be eligible for a dynamic purchasing system if the candidate is unable to provide a reliable explanation of the measures it takes or has taken to improve its solvency, financial capacity and solvency.

If the application for participation is submitted as a group, the requirement shall apply to all members of the group. If the candidate uses reserve units, all reserve units must meet the requirement.

The tenderer is registered in the relevant business registers kept by the Member State of establishment: It is entered in the professional register kept by the Member State of establishment, as described in Annex XI to Directive 2014 / 24 / EU; tenderers from certain Member States may have to comply with other requirements laid down in that Annex.

Authorisation: The candidate must have valid authorisation as a security assessment body in accordance with Law 1405 / 2011 on security assessment bodies. If the application for participation is submitted as a group, the requirement shall apply to all members of the group. If the candidate uses the reserve units, all reserve units must also meet the requirement. The candidate shall submit, on request, a decision to recognise as a security assessment body to verify compliance. If the request to participate is submitted as a group, the decision shall be submitted on request for each member of the group. If the candidate uses the reserve units, the decision shall also be submitted on request for each reserve unit.
