What the buyer wants
The City of Jyväskylä (hereinafter referred to as the "Contracting Entity 'or" Contracting Entity') organises a tender for basic information technology services under the Procurement Act (1397 / 2016). The contracting entity shall invite candidates to submit an application for participation in the competitive dialogue procedure in accordance with this invitation to participate and its annexes. The following service packages for basic information technology services are selected:
- User support services which include services necessary to solve IT problems for people using the IT environment, to provide advice on use and to support work;
- Life-cycle services for terminal equipment, including a comprehensive set of services to ensure efficient, safe and cost-effective use of workstations and mobile devices and their accessories throughout their lifecycle. This includes the purchase of work station equipment;
- Server operating services, including services essential for server infrastructure and supporting communication infrastructure, ensuring efficient and reliable server operation and management;
- Cloud computing services with services providing central management and control of public cloud services for cloud-based resources and services;
- Information security services that include a comprehensive set of services aimed at protecting the information technology environment against all threats and risks, including preventive measures, active monitoring, detection and response to intrusion and continuous improvement of security levels;
- Identity and access management, including services focused on management of personnel, partners, IT systems identities, access control and rights, and the management of supporting information systems and public cloud services;
- Expert services, including specialised professional expertise and consultancy services supporting IT infrastructure, information systems, security and operational planning, optimisation, development, expansion and renewal; and
- Service management including services related to the management and development of the service package to be procured and services related to IT processes. The content of the basic information technology services is preliminary and becomes more specific in the negotiations.The procurement documents and their content shall be completed during the procurement procedure and the final subject matter and requirements of the contract shall be set out in the final invitation to tender.
