What the buyer wants
The Hessian municipalities are currently in very different phases of the digital transformation. For municipalities, there are very different consulting needs in the course of the digital transformation and in the planning and implementation of digitalization projects. Especially projects with a high degree of innovation bring a wide range of questions with them, which must be answered promptly and individually for a successful implementation. This can also be clearly observed in the digitalization projects funded by the promotion of smart municipalities and regions in the "Strong Homeland Hessen" programme. The Smarte Region office, which is anchored in the Hessian Ministry of Digitalisation and Innovation (HMD), will therefore expand its advisory services for municipalities. The new consulting format "Digi-Expert-kommunal" is intended to offer Hessian municipalities individual, provider- and product-neutral ad hoc consultations on various topics: from digital strategy, change management, project management to subject-specific topics such as data platforms, open source, artificial intelligence (AI), digital twin, digitalization of public services (Smart City/Smart Region). Through the Smarte Region office, HMD will provide a pool of experts from which municipalities can choose as needed. You can book them for different events / settings via the Smarte Region office. This is intended to provide an impetus for the digital transformation of municipalities and to reduce obstacles to digitalisation. From October to December 2025, the format "Digi-Expert-kommunal" was piloted with selected topics and a limited contingent. In the three-month pilot phase, a total of 52 consultations were arranged. These accounted for 40 municipalities. Twenty-six municipalities were given one consultation each, 14 municipalities were given two or three consultations. The consultation effort (= duration of talks + preparation and follow-up) per municipality was limited to ten hours. Each of the consulted municipalities took an average of 5.7 hours of consulting effort in the short pilot phase from the following topics: AI in administration / AI in public services, procurement consulting (not a consulting subject of this call for tender), digital strategy, digital public services / smart region in general, change management / digital mindset, digital twin, project management / project management, open source / proprietary solutions. The format was very well received within a very short time and with minimal communication effort. The feedback from the municipalities was consistently positive and confirmed the need for tailor-made and short-term advice. The need for advice could not be nearly covered within the piloting. As part of the evaluation, the municipalities wanted to consolidate and expand the offer. Lot 1 covers general consulting topics around the digital transformation and thus creates a basis for the municipalities to deal with the technical implementation (lot 2) later. In particular, consulting: • Digital strategy, • Project management, • Change management, • Digital public services, • Citizen participation. On the basis of the figures from the pilot phase and an assumed number of 270 interested municipalities, this lot is estimated to require 810 hours per year. This estimated quantity serves only for calculation. There is no entitlement to call for that quantity. Further details can be found in the service description.

Lot 2Technische Umsetzung/konkrete Anwendungen
€1.3mDie hessischen Kommunen befinden sich aktuell in sehr unterschiedlichen Phasen der digitalen Transformation. Für Kommunen ergeben sich im Zuge der digitalen Transformation und bei der Planung und Umsetzung von Digitalisierungsvorhaben sehr unterschiedliche Beratungsbedarfe. Gerade Projekte mit hohem Innovationsgrad bringen vielfältige Fragestellungen mit sich, die für eine erfolgreiche Umsetzung zeitnah und individuell beantwortet werden müssen. Bei den über die Förderung smarter Kommunen und Regionen im Programm "Starke Heimat Hessen" geförderten Digitalisierungsvorhaben lässt sich dies ebenfalls deutlich beobachten. Die im Hessischen Ministerium für Digitalisierung und Innovation (HMD) verankerte Geschäftsstelle Smarte Region wird daher ihr Beratungsangebot für die Kommunen erweitern. Das neue Beratungsformat "Digi-Expert-kommunal" soll hessischen Kommunen individuelle, anbieter- und produktneutrale ad hoc-Beratungen zu verschiedenen Themen anbieten: von Digitalstrategie, Changemanagement, Projektmanagement bis zu fachspezifischen Themen wie Datenplattformen, Open Source, Künstliche Intelligenz (KI), Digitaler Zwilling, Digitalisierung der Daseinsvorsorge (Smart City-/Smart-Region). Das HMD wird über die Geschäftsstelle Smarte Region einen Pool an Expertinnen und Experten zur Verfügung stellen, aus dem Kommunen je nach Bedarf wählen können. Sie können diese für unterschiedliche Anlässe/Settings über die Geschäftsstelle Smarte Region buchen. Damit soll ein Impuls für die digitale Transformation der Kommunen gegeben und Hemmnisse bei der Digitalisierung abgebaut werden. Von Oktober bis Dezember 2025 wurde das Format "Digi-Expert-kommunal" mit ausgewählten Themen sowie einem begrenzten Kontingent pilotiert. In der dreimonatigen Pilotphase wurden insgesamt 52 Beratungsgespräche vermittelt. Diese entfielen auf 40 Kommunen. 26 Kommunen wurde je ein Beratungsgespräch vermittelt, 14 Kommunen wurden zwei oder drei Beratungsgespräche vermittelt. Der Beratungsaufwand (= Gesprächsdauer + Vor- und Nachbereitung) je Kommune war auf zehn Stunden begrenzt. Jede der beratenen Kommune nahm in der kurzen Pilotphase im Durchschnitt 5,7 Stunden Beratungsaufwand aus den folgenden Themen in Anspruch: KI in der Verwaltung/KI in der Daseinsvorsorge, Vergabeberatung (kein Beratungsgegenstand dieser Ausschreibung), Digitalstrategie, Digitale Daseinsvorsorge/Smart Region allgemein, Change-Management/Digital Mindset, Digitaler Zwilling, Projektmanagement/Projektsteuerung, Open Source/proprietäre Lösungen. Das Format wurde innerhalb kürzester Zeit und mit minimalem Kommunikationsaufwand sehr gut angenommen. Das Feedback der Kommunen war durchweg positiv und hat den Bedarf nach passgenauer und kurzfristiger Beratung nochmals bestätigt. Der Beratungsbedarf konnte innerhalb der Pilotierung nicht annähernd abgedeckt werden. Die Kommunen wünschten sich im Rahmen der Evaluation eine Verstetigung und Ausweitung des Angebots. Das Los 2 umfasst die verschiedenen Aspekte der technischen Umsetzung der digitalen Transformation. Insbesondere Beratung zu: • Open Source, • Bewertung von Fachverfahren, • Cloud-Lösungen, • Datenplattformen, • KI in der Verwaltung, • KI in der Daseinsvorsorge • Smarte Bewässerung, • Smart Lightning, • Smart Traffic, • Digitales Abfallmanagement, • Digitaler Zwilling Für dieses Los wird auf Basis der Zahlen aus der Pilotphase und einer angenommenen Zahl von 270 interessierten Kommunen ein Bedarf von 1.215 Stunden pro Jahr geschätzt. If the company does not yet have or does not have sufficient own references because it was founded only recently, it is possible to submit personal references of the team members from previous activities intended for execution instead of company references.
Self-declaration of the company’s total turnover in the last three financial years Tenderers who do not yet have three completed financial years shall provide information on the financial years since their establishment or in the case of tenderers.
