- Service50%
The requirements are set out in the catalogue of criteria. The technical evaluation is subdivided into the following types: - [M/A] Minimum requirement - [A] Exclusion criterion - [B] Evaluation criterion - [I] Information criterion (serves for informational purposes only, is not included in the evaluation) Minimum requirements [M/A] are mandatory requirements that, pursuant to Section 17 (10) sentence 2 VgV, cannot be subject to negotiations within the negotiated procedure. The contracting authority therefore cannot deviate from these minimum requirements during negotiations in the negotiated procedure. Exclusion criteria [A] are mandatory requirements that the bidder must comply with in the performance of its services. Insofar as specifications are contained in the continuous text of the specification documents, these are mandatory specifications and thus exclusion criteria. This also applies without them being marked there with [A]. In the document "Catalogue of Criteria", the bidder must provide information regarding the exclusion criteria specified therein and state whether it complies with the requirement or not. Non-compliance in the final or binding tender will result in the exclusion of the tender. However, exclusion criteria are only "minimum requirements" in the aforementioned sense if they are (additionally) designated as such [M/A]. Exclusion criteria can therefore—unlike minimum requirements—be made the subject of negotiations within the negotiated procedure. W…
- Price50%
The price is determined via the price sheet of the offer and corresponds to the total price of the offer. The calculated price on which the evaluation is based can be taken from the register "Total price/PKZ" of the completed price sheet. This total price is determined on the basis of the prices offered by the bidder and the valuation scale shown in the price sheet. The quantities assumed as a notional value sum for the purpose of establishing the price ratio and the calculation method can be taken from the price sheet. A purchase obligation cannot be derived from the estimated quantities and weightings in the price sheet.
