What the buyer wants

The target of the acquisition is a centralised and integrated solution that supports the City of Helsinki's strategic objectives in the exploitation of data, digitalisation and knowledge-based decision-making. The solution is intended for use in the industries and businesses of the City of Helsinki. The solution should be implemented as a SaaS service (cloud based solution). The solution will be delivered as an overall service, including a fixed deployment project, continued support and maintenance of the service and specialist work to be ordered separately. The scope of the procurement is further specified in the invitation to tender and its annexes. The operations of the City of Helsinki continuously generate and exploit large amounts of data, and the management of data assets is fragmented across industries and businesses. The above-mentioned administrations have different practices and capabilities in managing data characterisation data, i.e. metadata, making it difficult to get an overall picture. Several standardised meta-data models are in place, but their application and management varies, making data sharing and integration more difficult. Meta-data is not centrally managed and there is no framework for it. The practices of data ownership vary by municipality of administration, which may affect the distribution, maintenance of data quality and the definition of liability issues. This prevents the efficient exploitation and sharing of data between different administrations and contributes to a strong personal understanding of information, which poses risks to the continuity of data management. Although economic and HR data in particular are already being distributed, the city's extensive data assets are not fully exploited. There is so much data that its potential is not always seen, and the sharing of information is not systematic or urban. Some of the city's older systems do not support modern information modelling and integration needs, while newer systems do. The management of vocabulary is mainly decentralised by municipality, and no centralised management model is used. This makes it difficult to harmonise information. Moreover, data flow between systems is not fully controlled. The transfer of information between different systems can be challenging, leading to loss of information, incorrect information or delays in decision-making. In order to address these challenges, the City of Helsinki has launched the development of information management as part of the acquisition of a common data log. The aim of the data log is to provide a central solution for managing, finding and understanding the city's data assets. The purpose of the solution is to support knowledge-based decision-making. The Agreement shall remain in force for a period of two (2) years from its signature. The agreement will then continue for an indefinite period. The subject-matter of the procurement is detailed in this invitation to tender and its annexes. The City of Helsinki does not commit itself to any quantities.
