What the buyer wants

Development and operation of 1 mobile application for the Hungarian Chamber of Commerce and Industry. In the context of the material procurement procedure, the contractor's tasks shall be to: - to fully develop, test and submit to the applicant the system complying with the conditions and functions laid down in the technical specifications, to provide the system for use, to operate it during the contract's delivery period, which shall include continuous product support (monitoring) to ensure compliance with the applicable legal requirements of the system and the documents generated by it, to continuously update the system, to correct errors as required and to perform the support tasks related to the operation of the system. Basic technical requirements for the mobile application system: - the application must be run on both IOS and Android operating systems - the system must be able to serve download between 50.000- 100,000 - preferred database manager (SQL) - to be developed in a programming language that has been available for at least 10 years - with special attention to the delivery of the result product in the latest development environment The detailed requirements are specified in detail in the technical specifications which form part of the procurement document due to character limitations. The applicant shall inform the Contracting Parties that the 321 / 2015 (X-30) Pursuant to Article 46 (3) of the Corm. Regulation, a reference to a type of thing of origin, process, activity, person, patent or trade mark as defined in the notice and in the procurement documents was made only in order to clearly define the nature of the subject and to be understood as "or equivalent '. Proof of equivalence shall be the responsibility of a tenderer.

M.1.: The tenderer is deemed unsuitable if it does not have, in the six years preceding the date of dispatch of the call for competition, at least 1 reference for the development of a mobile application generating more than 37,500 downloads, which mobile application operates on both iOS and Android platforms. In the case of downloads on the iOS and Android platforms, the 37,500 downloads are to be interpreted collectively, i.e. downloads on different platforms may be added together, and they must collectively achieve 37,500 downloads. Preliminary verification: M1.: When proving the minimum suitability requirements, the tenderer must act in accordance with Section 67 of the Hungarian Public Procurement Act (Kbt.) and Chapter II of Government Decree No. 321/2015. (X. 30.). Pursuant to Section 67 (2) of the Kbt., the Contracting Authority stipulates that in the ESPD (European Single Procurement Document), in respect of the suitability requirements, it accepts the submission of a simple declaration in accordance with Section 2 (5) of Government Decree No. 321/2015. (X. 30.). Upon request by the Contracting Authority pursuant to Section 69 (4) of the Kbt., the tenderer is obliged to submit the certificates required in this contract notice. Regarding the submission of certificates in the tender, Section 69 (4) of the Kbt. shall apply. Method of verification: M1.: The tenderer must attach, pursuant to Section 21 (3) (a) of Government Decree No. 321/2015. (X. 30.), a description of its most significant services, or supplies if applicable (references), performed in the 6 years preceding the date of dispatch of the call for competition, indicating for each reference: • the time of performance (start and completion date: year/month/day), • the name and contact details of the contracting party, • a brief description of the subject of delivery / the work performed, quantitative data in accordance with the suitability criterion, • a statement that performance took place in accordance with the regulations and the contract. To present the reference(s), the reference certificate(s) and/or statement(s) pursuant to Section 22 (1) of Government Decree No. 321/2015. (X. 30.) must be enclosed. The reference certificate(s) and/or statement(s) must contain all the information required in the reference presentation and must also declare whether performance was carried out in accordance with the regulations and the contract. If performance did not comply with the contract, the reason and extent of the discrepancy must be detailed in the certificate or statement, as well as the fact of whether the economic operator's liability for breach of contract exists in the event of breach of contract by the economic operator. The prescribed reference requirements may be fulfilled through one or more contracts. Individual references may also certify compliance with several suitability requirements, but the data used to prove suitability must be presented in such a way that compliance with the intended suitability requirement can be clearly established. Pursuant to Section 21 (3a) (b) of Government Decree No. 321/2015. (X. 30.), the Contracting Authority takes into account services completed during the examined period, but commenced within a maximum of 9 years. The Contracting Authority draws attention to Section 140 (9) of the Kbt. and Section 21/A of Government Decree No. 321/2015. (X. 30.).

M2.: The tenderer is deemed unsuitable if it does not present the experts intended to be involved in performance who meet the following requirements: M.2.A) 1 developer with at least 12 months of professional experience in the field of mobile application development; M.2.B) 2 front-end developers with at least 12 months of professional experience in the field of mobile application development; M.2.C) 1 back-end developer with at least 12 months of professional experience in the field of mobile application development; M.2.D) 2 operations specialists with professional experience in the field of mobile application operations. An expert may be named for fulfilling multiple suitability criteria, and by participating in a project, multiple suitability requirements may be met concurrently. Pursuant to Section 65 (6) of the Kbt., joint tenderers may also jointly fulfill the prescribed suitability requirements. Preliminary verification: M2.: When proving the minimum suitability requirements, the tenderer must act in accordance with Section 67 of the Kbt. and Chapter II of Government Decree No. 321/2015. (X. 30.). Pursuant to Section 67 (2) of the Kbt., the Contracting Authority stipulates that in the ESPD, in respect of the suitability requirements, it accepts the submission of a simple declaration in accordance with Section 2 (5) of Government Decree No. 321/2015. (X. 30.). Upon request by the Contracting Authority pursuant to Section 69 (4) of the Kbt., the tenderer is obliged to submit the certificates required in this contract notice. Regarding the submission of certificates in the tender, Section 69 (4) of the Kbt. shall apply. Method of verification: M2.: Tenderers must attach, pursuant to Section 21 (3) (b) of Government Decree No. 321/2015. (X. 30.), a declaration regarding the experts who meet the requirements set out in point M.2 of the minimum suitability requirements section of the notice, including the names of these persons and their period of experience. Professional experience must be proven by submitting a simple copy of the hand-signed copy of the professional CV. Hand-signed declarations of availability from the experts must be enclosed in simple copy. In the case of time intervals overlapping for the assignments (previous projects) indicated to verify the professional experience specified in duration under the minimum requirements, professional experience gained during the same period cannot be counted as multiple periods of professional experience. A maximum of 12 months of experience may be calculated in a single year, regardless of whether the expert may have worked on multiple projects at the same time.
