Development of an Operational BIM Model (KBF/091/2026)

The tender shall be made in advance, pursuant to Article 67 (1) of the Kbt., by providing a simple declaration in point "alpha 'of Part IV of the EEKD that the competence requirements set out in the notice are met. The contracting authority's request under Article 69 (4) to (6) of the Kbt shall be accompanied by a certificate containing detailed information on compliance with the competence requirements, in order to confirm ex post technical and professional competence requirements. M1.

Article 65 (1) (b) Kbt and 321 / 2015 (X-30) Korm.r. Article 21 (3) (a) and (3a) provide that the most significant public procurement performance of 3 years from the date of dispatch of the invitation to tender shall be presented as a reference by completing and signing the model declaration contained in the procurement documents, with the content detailed in accordance with the minimum eligibility requirements, in accordance with the minimum eligibility requirements, of 321 / 2015 (X-30). Korm.r.

A declaration containing the information specified in Article 22 and, if necessary, by attaching the certificate provided for therein. The certificate shall include at least:

Article 65 (6) to (9) and (11) of the Kbt. Korm.r.They may be complied with in accordance with Chapters IV and V. Where a supplier intends to meet the eligibility requirements by using a capacity-providing organisation, the capacity-providing organisation should be provided in the ERC at the beginning of the drawing up of the tender in order to obtain the electronic forms for it. Minimum eligibility requirement (s): M1.A tenderer who is able to present in his tender at least 1 reference to a core area of 15000 m2 net and the subject-matter of public procurement (establishment of a model of office building or operational BIM) for a period of 3 years from the date of dispatch of the invitation to tender is not available (paragraph 65 (1) (b) and 321 / 2015), or a reference for which no contractual performance has been performed but the economic operator's liability for breach of contract is not contested by the other party concluding the contract (paragraph 65 (1) (b) and 31 / 2015 (X). Paragraph 21 (3) (a)).

At the request of the contracting authority in accordance with Article 69 (4) to (6) of the Kbt, a certificate containing detailed information on the fulfilment of the competence requirements shall be submitted in order to confirm ex post the technical and professional competence requirements. M2.

To the tenderer, Article 65 (1) (b) Kbt and 321 / 2015 (X. 30) Korm.r. In accordance with Article 21 (3) (b) of the ECR, it shall identify, by completing and submitting the relevant electronic forms of the procedure, the professionals it intends to include in the performance and present the named professionals and provide documents demonstrating the existence of the qualifications or qualifications required for them in simple copies and the professional CV signed by the professional.

The tenderer shall not be obliged to provide a certificate of competence which has already been submitted electronically to the contracting authority by electronic means in an earlier procurement procedure and which is suitable for this procedure. In that case, the tenderer shall declare which previous procedure he requests to take into account during the review.

Minimum competence requirement (s): M2.

A tenderer who is able to present in his tender a) at least 1 person with a degree of technical education (architect, building engineer, engineer engineer, engineer engineer) and 30 months of professional experience in building operations, and (b) at least 1 person with a technical degree (architect, architect, engineer, engineer) and at least 12 months of professional experience with BIM- ArchiFM integration.

BIM-ArchiFM integration professional experience was the applicant for a specific activity in which he was actually involved in the structured transfer, migration, testing or configuration / implementation of data, spatial and asset information from the BIM model (IFC), as well as in the connection with the ArchiFM data structure.

It is therefore acceptable to accept any verified experience where the expert has contributed to the transfer of BIM-based building data to the system of operation (ArchiFM) as described above. It is possible to overlap between the prescribed professionals by requiring, overall, at least two main experts with qualifications and professional experience meeting the above requirements.

All professionals involved in the performance must have a negotiating Hungarian language skills, which may be provided by means of an interpreter (Kbt. 65 (1) (b) and 321 / 2015 (X-30) Korm.r. Paragraph 21 (3) (b)).
