Digitisation of data and development of e-services in the field of road transport and lane management

The minimum level of capacity will be considered, showing by the Contractor that he is insured against civil liability in respect of the subject-matter of the contract for a guarantee sum of not less than PLN 1 000 000,00 (say: one million PLN 00/100) or for foreign currencies at an amount equivalent to the average rate of gold in relation to the foreign currency declared by the NBP in force on the day on which the notice of this contract was published in the Official Journal of the European Union. In accordance with Article 126(1) of the Public Procurement Law, The Contracting Authority shall, before selecting the most favourable tender, invite the contractor whose tender has been the highest rated to submit, within a specified period of time of not less than 10 days, documents proving that the contractor is insured against civil liability for the performance of the activities related to the subject-matter of the contract, indicating the guarantee amount of that insurance. Note: 1. If the documents submitted by the contractor result in a link between the existence of insurance cover and the moment of payment of the insurance premium, the contracting authority shall require the submission of supporting documents. 2. If, in accordance with the provisions of the contract, the insurer will be liable before paying the contribution and the insurance policy will be issued with a deferred deadline for payment of the contribution and at the date on which the contracting authority assesses the fulfilment of the condition of participation in the procedure under Article 112(2)(3) of the Act The public procurement law will not expire, then the insurance policy (or other evidence of insurance) will be confirmed. 3. If the contractor submits a policy in which the payment deadline for the contribution (or the payment deadline for the contribution instalment) has expired, the document of the unpaid policy itself is not sufficient to confirm that the contractor has the required insurance and then The Ordering Party requests documents confirming the payment of the policy.

The minimum level of capability will be deemed met if the Contractor demonstrates that: 1. within the last five years prior to the deadline for submission of tenders, or if the period of business activity is shorter – within this period, it duly performed: 1.1. at least one delivery or service consisting in the expansion or implementation of new dedicated road infrastructure management software in a web browser version operating without the need to install plug-ins or additional software on users' computers, and populated with data from a photographic survey of the road corridor or mobile (laser) scanning, where the value of each delivery or service may not be less than PLN 800,000 gross. The value of the delivery or service referred to above shall only include the costs/value of: software licences, implementation, integration, training, data acquisition, entering data into the system. For the purposes of the condition concerning technical or professional capability, dedicated road infrastructure management software shall be understood as an IT system serving as support for the Road Manager in performing its statutory and strategic tasks by collecting, processing, editing, analyzing, visualizing, and sharing comprehensive data on the entire road network in order to optimize decisions regarding its maintenance, development, and operation. The dedicated road infrastructure management software must consist of at least the following modules: map module, reference system, register of roads and engineering structures, reports, traffic management plans, renovations and investments, routine maintenance, as well as a dedicated mobile application for routine maintenance of roads and structures. 1.2. at least one delivery or service consisting in the construction or expansion of a public e-services platform on which at least 5 public e-services at maturity level 4 or 5 have been launched and integrated with a payment broker, the National Node (currently the National Identity Node), and an electronic document management system, where the value of each delivery or service may not be less than PLN 250,000 gross. The value of the delivery or service referred to above shall only include the costs/value of: e-service licences, e-service implementation, integration with external systems (National Node / payment broker / EDM / F&A). Notes: 1. The PLN equivalent of tasks settled in foreign currencies will be determined according to the average exchange rate of the Polish zloty against foreign currencies published by the National Bank of Poland applicable on the date the contract notice for this procedure was published in the Official Journal of the European Union. 2. If the Contractor relies on the capacities of other entities to demonstrate compliance with the experience condition, it is obliged to prove the participation of these entities in the performance of the contract. 3. A Contractor who, in order to confirm the condition, relies on the knowledge and experience gained as part of joint performance of contracts with other contractors (a consortium) is obliged to demonstrate the scope of the service in the performance of which it actually participated. 4. If the scope of services/deliveries presented in the document submitted to confirm that the services/deliveries were performed duly is broader than that specified above by the Contracting Authority, the value of the services/deliveries corresponding to the scope of the condition must be indicated in the list of services/deliveries. The Contract Manager may apply for the award of the contract: -at least 5 years of professional experience confirmed by participation in the project/projects as Project Manager, including at least 2 years of professional experience confirmed by participation in the project/project manager as IT project manager, -professional experience as Project Manager confirmed by participation in at least two IT projects of a gross value of at least PLN 500,000 each 2nd Project Coordinator (Deputy Project Manager) – a minimum of 1 person with: -professional experience in the management or coordination area confirmed by the implementation of at least one IT system, with a value of at least PLN 500,000 gross. 3. Database server administrator – a minimum of 1 person, having: -at least 3 years of professional experience confirmed by participation in the IT project/projects in administering the database server in the production environment, 4. Related Database Specialist – Minimum 1 person with: -at least 3 years of professional experience confirmed by participation in project/information projects in spatial database design. 5. Geodesy specialist – at least 1 person with: -at least 3 years of professional experience confirmed by participation in public road projects/projects, in geodesy, 6. Designer / Developer – at least 1 person with: -at least 3 years of professional experience confirmed by participation in IT projects/projects in design or programming of information systems, 7. Training specialist – at least 1 person with: -professional experience confirmed by conducting at least 3 trainings, which concerned the IT system and at least 5 people participated in each training. 8. System specialist – at least 1 person with: -at least 3 years of professional experience confirmed by participation in the project/projects in the installation and configuration of systems to manage road infrastructure and supply their data from a cloud of points. 9. Road Specialist – minimum 1 person with: -professional experience confirmed by participation in a minimum of five projects in the field of road inventory, i.e. related to the registration and inventory of the road lane covering at least 200 km of roads each. Notes: 1. The Contracting Authority will sum up independently the periods of experience in projects whose implementation periods overlap in part or in whole (e.g. if for one year the person concerned participated in 2 projects will be assigned 2 years of experience). 2. The Contracting Party shall allow roles to be combined, provided that the role of Project Manager cannot be combined with any other role, and the Contractor's team may not count less than 3 persons. In accordance with Article 126(1) of the Public Procurement Law, Before selecting the most favourable offer, the contracting authority shall invite the contractor whose tender has been the highest rated to submit, within a specified period of time, not less than 10 days, a list of persons addressed by the contractor for the performance of the public contract, in particular those responsible for the provision of services, quality control or the management of construction works, together with information on their professional qualifications, powers, experience and education necessary for the performance of the public contract, as well as the scope of their activities and information on the basis of their disposal - the model list is attached to the specifications of the contract terms.

The Contractor may apply for the award of the contract, which has at least 1 vehicle with installed measuring devices, which will enable the execution of sequence photographs and mobile scanning indicated in points 9.1. and 9.2. of the description of the object of the contract which is attached to Annex 7 to the specifications of the contract conditions. In accordance with Article 126(1) of the Public Procurement Law, Before selecting the most favourable offer, the purchaser will call on the contractor whose tender has been the highest rated to submit within the prescribed time limit, not less than 10 days, a list of tools, equipment of the plant or technical equipment available to the contractor for the performance of the public contract, together with information on the basis for the disposal of these resources - the model of the list is Annex No 3 to the specification of the contract conditions.
