What the buyer wants
The subject of this call for tender is the award of services for the technical infrastructure of the EUDI Wallet Support Organisation (EWSO), the so-called tooling. The contractor implements, configures and puts into operation: the ticket and CRM system, the knowledge base and the FAQ portal, the in-app bot (or compatibility with the customer's internal app bot solution), the telephony and IVR infrastructure, the connection and compatibility with the B2B portal: EUDI Hub, the IAM system, the central event log system and the blackout system. The contractor accompanies the closed beta phase (Q4 2026) and the go-live phase (Q1 2027) with hypercare support and hands over the operational system authority to the client's internal team after an orderly knowledge transfer. The services include in particular the EU-compliant infrastructure (ISO 27001), no US-CLOUD-Act-Exposure, WCAG 21 compliance of all user frontends, a mandatory external penetration test before go-live, and complete system documentation and training of the internal team.

The bidder must submit a self-declaration stating that, in the event of an award, it will take out professional or commercial general liability insurance valid for at least the initial term of the contract, covering at least the following damages with the following sums insured: - for personal injury and property damage, at least EUR 5,000,000.00 per claim, single-maximized per year, - for financial loss, at least EUR 5,000,000 per claim, single-maximized per year. Alternatively, the bidder may declare that it already has insurance that meets at least the above requirements.
To demonstrate its technical and professional ability, the bidder must submit a list of at least three references that are comparable to the services to be procured. These references may only include projects that the bidder has performed for third parties. None of the references may be older than three years, meaning they must have been completed less than three years ago. Bidders may also submit ongoing projects as references, provided that they have been providing services under the respective contractual relationship for at least six months. References are deemed comparable if, in at least one reference for public or sector contracting authorities within the meaning of Sections 99, 100 of the German Act against Restraints of Competition (GWB), the bidder has independently and in a lead capacity provided services for the implementation and commissioning of IT systems (CRM, ticketing systems, IAM, communication platforms, or comparable systems) in an EU-compliant infrastructure with ISO 27001 requirements. For the other two references, the clients may also be private entities. In all cases, the minimum content requirements must be fully met. Furthermore, the bidder must have experience with API integration as well as WCAG-compliant web frontends and accessibility audits.
The bidder possesses a valid ISO 27001 certification or an equivalent certification.
In the area of activity of the contract to be awarded – implementation and operation of CRM/ticketing systems in an EU-compliant environment with API integration and WCAG-compliant web frontends – the bidder has achieved a minimum turnover of EUR 1,000,000.00 in each year of the past three completed calendar years, i.e., 2023, 2024, and 2025.
