EUDI-Wallet Support Organization VoC - Feedback & Analytics

The bidder must submit a self-declaration stating that, in the event of an award, it will take out professional or public/commercial liability insurance valid for at least the basic term of the contract, which covers at least the following damages with the following sums insured: - for personal injury and property damage at least EUR 3,000,000.00 per claim, single-maximised per year, - for financial loss at least EUR 3,000,000 per claim, single-maximised per year. Alternatively, the bidder may declare that it already holds insurance that meets at least the above-mentioned requirements.

To demonstrate its technical and professional ability, the bidder must submit a list of at least three references that are comparable to the services to be procured. These references may only include projects that the bidder has performed for third parties. None of the references may be older than three years, i.e., they must have been completed less than three years ago. Bidders may also submit ongoing projects as references, provided that they have been providing services under the respective contract for at least six months. References are comparable if the bidder independently and as the lead provider delivered services for customer feedback systems with CX analytics for digital products, for which at least one reference had to be reported for public contracting authorities or sector contracting entities within the meaning of Sections 99, 100 of the GWB (German Act against Restraints of Competition). For the other two references, the clients may also be private clients. In all cases, the minimum content requirements must be fully met. These systems must comply with the requirements of the GDPR and have been hosted in the EU during the provision of services. The referenced services must also demonstrate experience with automated trend analyses and pattern recognition systems.

The bidder possesses a valid ISO 27001 certification or an equivalent certification.

In the field of activity of the contract to be awarded - set-up, provision, operation, and continuous further development of an integrated VoC, feedback, and analytics system - the bidder has achieved a minimum annual turnover of EUR 6,000,000.00 in each of the past three completed calendar years, i.e., 2023, 2024, and 2025.
