Field cover class identification service using artificial intelligence (AI) methods for updating the Agricultural Department Identification System (LPIS)

1. Contractors who fulfil the conditions for participation in proceedings in the scope of: 1.1. Technical or professional capacity may apply for this contract. The Contracting Authority shall consider that the Contractor fulfils the condition of participation in the indicated scope if the Contractor demonstrates that: 1.1.1. has carried out during the last five years before the deadline for the submission of tenders, and if the duration of the activity is shorter during that period, and in the case of repeated or continuous benefits, he also performs at least two services (contracts) each with a value of not less than PLN 1 000 000,00 gross (say: one million PLN 00/100 and: i. each with a range of: - analysis and processing of spatial data (including satellite, aerial, drone or lidar photographs), - implementation of solutions based on artificial intelligence (machine learning / neural networks) in the classification of images or geoinformatic data, ii. each providing an automatic classification of spatial data with the possibility of updating the model in the future, - having procedures to control the quality of spatial data analysis, e.g. validation of the accuracy of the classification of data. NOTE 1 If the value of the service indicated in the list is given in a currency other than PLN, For the purposes of this proceeding, the contractor is obliged to convert its value to PLN at the average rate of NBP (www.nbp.pl Table A – table of exchange rates of foreign exchange) from the date of completion of the service with a range as above and the date of application (in accordance with Table A – table of exchange rates of foreign currency) according to which the conversion was made; in the case of services still carried out - according to the table of exchange rates of foreign currency on the date of commencement of the service. NOTE 2 In the case of a service in the course of execution, the required value, time and scope of performance shall relate to the part of the service (contract) already provided (i.e. from the date of commencement of the service until the deadline for the submission of tenders) and to that value, time and scope of service The contractor shall be required to include in the list of services. 1.1.2. has the following persons, which will be directed by the Contractor to carry out the contract, with appropriate professional qualifications and experience enabling the performance of the contract at an appropriate level of quality, i.e.: 1.1.2.1. one specialist acting as Data Scientist, who: - holds one certificate: Deep Learning Specialization, IBM AI Engineering Professional, Google Cloud Professional ML Engineer, AWS Certified ML-Specialist, TensorFlow Developer Certificate - or equivalent - is fluent in Polish in speech and writing. 1.1.2.2. one Deep Learning Engineer/NLP Engineer who: - holds one of the certificates: Deep Learning Specialization, IBM AI Engineering Professional, Google Cloud Professional ML Engineer, AWS Certified ML-Specialist, TensorFlow Developer Certificate - or equivalent, - is fluent in Polish in speech and writing. 1.1.2.3. one Project Manager who has: - has a minimum of 3 years of experience as Project Manager in the execution of contracts with a scope as defined in point 1.1.1. excluding the value of contracts, - holds one of the following certificates: Prince 2 Practitioner, PMP - or equivalent, - has an ITIL Foundation certificate or equivalent, - fluently speaks Polish in speech and writing. NOTE 3 For requirements on staff capacity (point 1.1.2) The contracting authority shall not allow the same person to perform more than 1 role.

The Contracting Authority shall consider that the Contractor fulfils the condition of participation in the indicated scope if the Contractor demonstrates that: 1.1.3. has the technical capacity to perform the contract at the appropriate quality level, including technical facilities for IT infrastructure enabling processing of data sets of more than 1 TB – server/cloud infrastructure, software and tools to be used for the execution of the order. The Contracting Authority shall consider this requirement to be met if the contractor has at least one of the two types of data processing environments described in the SWI (A or B).
