What the buyer wants
Südwestrundfunk (SWR) as a public broadcaster of ARD is absolutely dependent on a functioning IT infrastructure to fulfil its tasks. In the age of digital communication, central elements are necessary for efficient process control in order to digitally plan, implement and implement processes both internally and ARD-wide. At Südwestrundfunk and the eligible Landesrundfunkanstalten various software solutions for network management are currently in use. A large number of eligible subscribers already use the network management tool CheckMK and are deeply integrated into the system landscape. As part of the ARD structural reform, a holistic solution is to be established across the entire ARD. For this purpose, services for the product Checkmk are to be procured for the Südwestrundfunk and other eligible Landesrundfunkanstalten. Furthermore, eligible subscribers require further services such as consulting and support in the area of network management and the product CheckMK. The Südwestrundfunk (SWR) as the client and the broadcasters entitled to purchase therefore intended a procurement in two lots: • Lot 1: Services for the product Checkmk incl. Für eine effiziente Prozesssteuerung sind im Zeitalter der digitalen Kommunikation zentrale Elemente notwendig, um sowohl intern als auch ARD-weit Prozesse digital planen, durchführen und umsetzen zu können. Beim Südwestrundfunk und den bezugsberechtigten Landesrundfunkanstalten sind derzeit unterschiedliche Softwarelösungen für das Netzwerkmanagement im Einsatz. Flächendeckend ist bei einer Vielzahl der Bezugsberechtigten bereits das Netzwerkmanagement-Tool CheckMK im Einsatz und tief in die Systemlandschaft integriert. Im Rahmen der ARD-Strukturreform soll eine ganzheitliche Lösung über die gesamte ARD etabliert werden. Hierzu sollen für den Südwestrundfunk und weitere bezugsberechtigte Landesrundfunkanstalten Services für das Produkt Checkmk beschafft werden. Des Weiteren benötigen die Bezugsberechtigten weiterführenden Dienstleistungen wie Beratungen und Support im Bereich des Netzwerkmanagements und zu dem Produkt CheckMK. Der Südwestrundfunk (SWR) als Auftraggeber und die bezugsberechtigten Rundfunkanstalten beabsichtigten daher eine Beschaffung in zwei Losen: • Los 1: Services für das Produkt Checkmk inkl. Information on groupings: Where a group of tenderers is formed, the proof of ‘non-exclusion’, ‘qualification and authorisation to practice’ and ‘economic and financial capacity’ as required by Chapter 4.3.1 (Procedural and contractual documents) shall be provided by each member of the group of tenderers upon submission of the tender. The required evidence of ‘technical and professional capacity’ may be submitted separately according to the division of performance within the tendering group. Note on subcontractors: when subcontractors are used, the proof of ‘qualification and authorisation to practice’ and ‘economic and financial capacity’ required under Chapter 4.3 (Procedural and contractual documents) must be provided only by the tenderer upon submission of the tender. The required evidence under ‘Technical and professional capacity’ must be provided by the tenderer for the planned subcontractors as specified in Chapter 3.10.2 (Procedural and contractual documents) to the extent that the subcontractor(s) are intended for the corresponding partial services. The required proof under “No exclusion grounds” and the “Declaration of Commitment to Minimum Remuneration (LTMG)” must be submitted by the bidder for himself and for the planned subcontractor upon submission of the offer. The required proof of “Russia sanctions (sanctions regulation)” must be submitted by the bidder with the submission of the offer in accordance with Chapter 3.2.1 (document procedural and contract documents). Note on Eligibility Loan: In the case of the qualifying loan, the bidder must already present with the offer the proof of suitability of the other company, corresponding to the scope of the qualifying loan, and the “Appendix 05 – Declaration of Liability § 47 para 3 VgV”. The client (SWR) will request an excerpt from the competition register from the Federal Cartel Office for each bidder / member of a bidding community who is suitable according to the specified criteria. A1.1 - To prove the absence of grounds for exclusion pursuant to §42 VgV in conjunction with §§123,124 GWB, the "Appendix 06 - Bidder information with self-declaration" must be enclosed. A3.2 – Certificate of credit or corporate information from a credit agency (e.g. Creditreform) or equivalent proof from an auditing firm from the country in which the bidder is registered (not older than 6 months), from which a risk class/probability of default can be clearly read. Minimum requirement: demonstration of a failure probability of not more than 1,5 %. Note: Self-declarations or information of the house bank do not meet this requirement if they do not clearly indicate the probability of default. The contracting authority/entity shall establish suitability if the tenderer submits all the supporting documents requested and fulfils all the minimum requirements for such supporting documents, if any.
