What the buyer wants

After its foundation, uni-assist developed a complex, cross-university software: aBIS (assistBewerberInformationsSystem). After the first application process was successfully completed with this software in 2004, additions and improvements were made: this second generation aBIS2 is still in use today. The focal points of this software are: - Support in the certificate examination, - Provision and evaluation of the results for the universities, - Presentation application process of prospective students. In more than 20 years, the framework conditions have changed completely: 41 start-up universities have become almost 150 member universities, the study system has been fundamentally changed by the Bologna process and online applications are a matter of course in a digital world. The currently used software solution thus reaches massive limits of expansion. There is a monolithic structure that is no longer maintainable and has reached the end of its life cycle. The very limited documentation and increasing staff retention for the maintenance of operations lead to a growing risk for uni-assist. Supported by funds from the BMBF, the most recent launch of the application portal (mya) and the university portal (PoMM) took place between 2016 and 2019. Both have created the conditions to cope with large increases in applications. The aim of uni-assist e.V. is to develop a new service IT system to support admission preparation at German universities. Based on a proprietary software (aBIS) that has reached the end of its life cycle and in view of the accelerating digitalisation of admission preparation, the growing interest of international degree seekers in studying in Germany and the currently frequently described need for (international) specialists in Germany 1, it is indispensable for the association to quickly establish a new system in order to (i) provide international prospective students with an intuitive and easy-to-use platform for submitting their application for study, (ii) to enable the German universities organised in the association to carry out a transparent and fair selection process, (iii) to map the internal evaluation processes efficiently and high-quality and (iv) to develop them on the basis of the generated data, recommendations for action and process optimisations for internal and external stakeholders. The central goals of the software development project are (i) the technological successive replacement of the old system, (ii) the increase in the degree of automation in the process processes and (iii) the complete digitization of the processes with (iv) simultaneous increase in usability for users as well as (v) the maintenance and safeguarding of all (data protection) legal standards. 1. Company presentation/declaration about the company structure, in particular the organizational structure, the range of services and personnel capacities, max. two DIN A4 pages. Proof of registration in a professional or commercial register or comparable register (excerpt to be attached in copy)

A declaration that the applicant has commercial professional liability insurance for personal injury, property and property damage at the latest at the beginning of the service, indicating the insurance institution, the amounts covered and their maximisation. Minimum Requirements: - During the term of the respective contract to cover the liability risk associated with the provision of the service, the service provider holds a company liability insurance with minimum insurance sums (2-fold maximized per year) of EUR 500 000 flat-rate for personal and property damage and EUR 200,000 for property damage. - Confirmation / proof by insurance / broker or similar.

4. Submission of appropriate references Submission of min. an appropriate reference within the last three years before the expiry of the application period in the respective categories for which an application for participation is specified, specifying - the client (with the personal contact), - the sector of the client, - the name of the projects, - the project period, - the project volume and - the project content. A reference is suitable if the reference project has provided services that can be assigned to the respective category with a minimum of 160 working hours and if it was a longer-term project (at least 6 months). Minimum requirements: - At least one (1) appropriate reference per service (category) must be submitted.
