Implementation of eServices in Sompolno Municipality

1. The subject of the contract is the implementation of e-Services in the Municipality of Sompolno 2. The contract includes in particular the following tasks: 1) Implementation of systems enabling the use of public e-services a. GIS – Management of Road Infrastructure - creation of a road registration program with support for e-applications b. GIS – Spatial Planning and Geoportal Gminny – Purchase and implementation of the spatial management program with digitization of existing planning documents c. Purchase and implementation of the electronic document circulation system with e-service portal d. Portal of the interested party with the construction and launch of e-services e. Purchase and implementation of the e-service system of the interested party, modernisation of the field systems and the communication broker - communication of the field programs with round documents together with the repository of documents f. Purchase and implementation of the programme for handling public procurement procedures As a result of this project, 15 new (currently unavailable) e-services will be implemented, including 10 at 4 maturity level and 5 at 5 maturity level: 1. Collection of order documents and submission of offers – 4th level of maturity, 2nd level of electronic handling of property tax on individuals - 4th level of maturity, 3rd level of electronic handling of property tax on corporate persons - 4th level of maturity, 4th level of maturity, 5th level of maturity, 5th level of maturity - 4th level of maturity, 6th level of electronic handling of the liability for management of municipal waste - 5th level of maturity, 7th level of maturity, 7th level of application for issuing and drawing of agricultural tax on natural persons - 4th level of maturity, 8th level of maturity, 8th level of application for certification of the use of land in MPZP - 4th level of maturity, 9th level of application for drawing and extract from study / POG - 4th level of maturity, 10. Application for the certificate of study / POG - 4 level of maturity, 11. Application for the establishment of the building's order number - 4 level of maturity, 12. Application for the authorisation of the location/reconstruction of the exit - 5 level of maturity, 13. Application for the decision on the location of the route of the designed cable connection - 5 level of maturity, 14. The subject matter of the contract must be fulfilled for all users, including in particular accessibility requirements for persons with disabilities. 4. The measures in question (1) In order to confirm the conformity of the products offered with the requirements of the Contracting Authority to the extent indicated in the description of the subject of the contract, pursuant to Article 106(1), in conjunction with Article 107(1) of the Ppp Act, The Contracting Authority shall require that the relevant means of proof confirming the conformity of the solutions offered by the Contracting Authority with regard to the requirements of the Contracting Authority, i.e. the software sample provided, be submitted together with the offer. 2) The sample is the evidence in question to confirm the compatibility of the proposed solution with the requirements of the OCA. Failure by means of a sample to meet the requirements specified by the Contracting Authority will be treated as non-compliance with the terms of the contract. 3) Detailed requirements concerning the sample content and the method of testing are set out in the Annex to the SCI Sample test. 4) Contractors pursuant to Article 65(1)(4) of the Act Pzp waives the requirement to use electronic means of communication for part of the offer – a sample of the software, which is the means of proof in question. 5.
