Implementation of eServices in Sompolno Municipality

1. The subject of the contract is the implementation of e-Services in the Municipality of Sompolno. 2. The contract includes, in particular, the following tasks: 1) Implementation of systems enabling the use of public e-services: a. GIS domain system – Road Infrastructure Management – development of software for road records management along with e-application processing; b. GIS domain system – Spatial Planning and Municipal Geoportal – purchase and implementation of spatial management software along with digitization of existing planning documents; c. Purchase and implementation of an electronic document management system with an e-services portal; d. Client portal including the development and launch of e-services; e. Purchase and implementation of an electronic client service system, modernization of domain systems, and a communication broker – communication between domain software and document workflow along with a document repository; f. Purchase and implementation of software for handling public procurement procedures. As a result of the implementation of this project, 15 new (currently unavailable) e-services will be deployed, including 10 at maturity level 4 and 5 at maturity level 5: 1. Downloading procurement documents and submitting tenders – maturity level 4, 2. Electronic processing of real estate tax for natural persons – maturity level 4, 3. Electronic processing of real estate tax for legal entities – maturity level 4, 4. Electronic processing of agricultural tax for natural persons – maturity level 4, 5. Electronic processing of vehicle tax – maturity level 4, 6. Electronic processing of municipal waste management obligations – maturity level 5, 7. Submission of an application for the issuance of an excerpt and drawing from the Local Spatial Development Plan (MPZP) – maturity level 4, 8. Submission of an application for the issuance of a certificate on the zoning designation of a plot in the MPZP – maturity level 4, 9. Application for an excerpt and drawing from the study / general municipal plan (POG) – maturity level 4, 10. Application for a certificate from the study / POG – maturity level 4, 11. Application for the assignment of an address/building number – maturity level 4, 12. Application for a permit for the location/reconstruction of a driveway/access road – maturity level 5, 13. Application for a decision on the location of a planned cable connection route – maturity level 5, 14. Application for a decision on the temporary occupation of the road lane – maturity level 5, 15. Application for a decision to place facilities in the road lane – maturity level 5. 2) Training for system users and cybersecurity training. 3) Delivery of an information kiosk. 3. The subject of the contract must be executed with accessibility for all users in mind, in particular regarding accessibility requirements for persons with disabilities. 4. Means of proof related to the subject matter of the contract: 1) In order to confirm the compliance of the offered products with the Contracting Authority's requirements to the extent indicated in the description of the subject of the contract, pursuant to Article 106(1) in conjunction with Article 107(1) of the Public Procurement Law (PPL), the Contracting Authority requires the submission, along with the tender, of means of proof related to the subject matter confirming the compliance of the solutions offered by the Economic Operator with the Contracting Authority's requirements, i.e. a delivered software sample. 2) The sample constitutes a means of proof related to the subject matter used to confirm the compliance of the offered solution with the requirements of the Description of the Subject of the Contract (OPZ).
