Economic operators involved in the award process of this Convention shall be required to carry out a commercial or industrial or craft activity related to the subject-matter of the contract.
With regard to economic and financial adequacy for the present procurement procedure, economic operators involved in the procedure for the award of this contract are required to have an average annual general turnover for the last three (3) financial years, before the year of the tender, i.e. for the years 2023, 2024, 2025 or for the financial uses in which the economic operator is active, if these are less than three at least equal to 100% of the budget of the tranche to be awarded, without VAT. In the case of an association of economic operators, the above minimum requirements are cumulatively covered by the members of the association.
As regards technical and professional capacity for this procurement procedure, economic operators are required: during the last three (3) years, to have successfully carried out and delivered at least two (2) ICT projects, a budget cumulatively equal to or greater than 100% of the VAT-free budget of the assigned section In the case of an association of economic operators, the above minimum requirements are cumulatively covered by the members of the association.
Economic operators (or alternatively their suppliers) for this procurement procedure must have at least:
- quality management system according to ISO 9001:2015. The scope of certification should be limited to the design, development, construction and support of information systems or networks. and
- ISO information security management system 27001:2022 The contracting authority shall recognise equivalent certificates issued by bodies accredited by equivalent accreditation bodies established in other Member States, in accordance with Regulation 765/2008.It shall also accept other evidence of equivalent quality assurance measures, provided that the economic operator concerned has not been able to obtain those certificates within the relevant time limits for reasons for which he is not responsible, provided that the economic operator demonstrates that the proposed quality assurance measures meet the required quality assurance standards.In the case of an association of economic operators, the above minimum requirements shall be covered by all members of the association separately.
