Assessment and costing of Mental Health (MH) and Palliative Care services in Medical Rehabilitation (PR-MR), for making evidence-based Health Policy decisions of the project with Code O.P.S. 6019432

As regards economic and financial adequacy for the present procurement procedure, candidates should, under an exclusion penalty, have an average general annual turnover of more than or equal to 150% of the budget of the contract being awarded, excluding VAT. Where the applicant is active for a period of less than three management uses, then the average turnover for the management uses concerned should be equal to or greater than 150% of the budget of the contract awarded for each sub-part, excluding VAT.

In the case of association/consortium the above condition may be cumulatively covered by all members of the association/consortium. The requested capacity is not affected by the participation rate of each entity in the association/consortium.

The prospective Contractor, in accordance with the company law of the country where he is established, shall submit balance sheets of management uses where he is obliged to issue Balance Sheets or a declaration of the total amount of the annual turnover in case he is not obliged to issue Balance Sheets.

The exclusion penalty shall not allow the applicant economic operator to present in the published financial statements either (a) loss-making effects after tax on each individual in the last three years or (b) negative own funds in each individual in the last three years.

Candidate economic operators for their admissible participation must, under an exclusion penalty, meet the following technical and professional competence criteria as follows: 1. During the last three (3) calendar years, before the year of the tender, the candidate should have made at least a short-term and appropriate completion of such projects as follows. One (1) or more health consultancy projects, comprising cumulative:

• analysis of health economic data
• advisory services on a system of costing and compensation of health services according to DRG’s
• support services of bodies for the implementation of DRG coding systems
• quality control services for the application of medical codes according to DRG
• implementation of central coding in the field of health
• education in health bodies for the implementation of central coding
• services for the identification of health data management procedures, for the purpose of implementing them nationally. One (1) or more digital projects in Health, comprising cumulative:
• the implementation of a central application and/or central information system on DRG coding
• implementation of interoperability for the collection of financial data from health units for the purpose of DRGs coding.
• implementation of a health data collection and analysis system for coding and/or costing according to DRG Note that the subject matter of the above contracts may arise cumulatively, i.e. a contract may cover at the same time more than one of the above items. Experience over the last three years is allowed but not before the last five years for reasons of competition development.The last five years shall correspond to the period from 01.01.2021 to the closing date for submission of tenders. In the case of an association of economic operators, the above minimum requirements may be cumulatively covered by all members of the association.In the case of support for the capacities of other bodies (Section 2.2.8), the latter should demonstrate that they will perform the tasks or services for which the specific capacities are required.

2. The candidate Contractor or, in the case of an Association / Consortium, its members, must have a Project Team with appropriate human resources to successfully meet the project requirements. At a minimum, the Project Team must include the following key roles (key experts):

• One (1) Project Manager (PM), who will have overall responsibility for the Contractor's work, with the following qualifications: o Domestic university degree or legally recognized equivalent foreign degree, in Exact/Natural Sciences or Humanities or Health Sciences o Professional experience of at least fifteen (15) years, of which at least ten (10) years of work experience in health sector projects, in the role of expert and/or member of the Project Management Team. o Participation in at least two (2) nationwide consulting services projects in the health sector, as well as in at least one (1) project involving the provision of services to a mental health entity. o Experience in projects including at least two (2) of the following subjects: data analysis related to health economics, consulting services related to a health services costing and reimbursement system by DRGs, quality control services for DRG coding, implementation of coding for health goods and/or services and training in health entities for its implementation, mapping of health data management processes for their nationwide application
• One (1) Deputy Project Manager with the following qualifications: o Domestic university degree or legally recognized equivalent foreign degree, in Exact/Natural Sciences or Humanities or Health Sciences o Professional experience of at least ten (10) years, of which at least five (5) years in project implementation / management in the Health sector. o Participation in at least two (2) consulting services projects for medical coding by DRGs
• One (1) Expert in Health Services Costing and Reimbursement with the following qualifications: o Domestic university degree or legally recognized equivalent foreign degree, in Exact/Natural Sciences or Humanities or Health Sciences o Master's degree in a subject relevant to the costing and reimbursement of Health services. o Participation in at least two (2) consulting services projects for medical coding by DRGs
• One (1) Health Policy Analyst / Health Economist Expert with the following qualifications: o Domestic university degree or legally recognized equivalent foreign degree, in Exact/Natural or Humanities Sciences o Master's degree in a subject relevant to Health Economics, health policy, or Health Management o Professional experience of at least ten (10) years in the Health sector, of which at least five (5) years in subjects relevant to Health Policy or Health Economics issues.
• One (1) mid-level Health Policy Analyst / Health Economist officer with the following qualifications: o Domestic university degree or legally recognized equivalent foreign degree, in Exact/Natural or Humanities Sciences o Professional experience of at least five (5) years in the management of projects relevant to the Health sector. o Participation in at least one (1) project in the Health sector
• One (1) Statistician / Health Data Analyst Expert with the following qualifications: o Domestic university degree or legally recognized equivalent foreign degree, in Exact/Natural Sciences or Economic Sciences o Master's degree in the field of Exact/Natural or Economic Sciences o Professional experience of at least ten (10) years in the field of Data Analytics, of which at least five (5) years as Project Manager / Project Director / Deputy Project Manager / Data & Analytics Team Lead.
• Two (2) mid-level Statistician / Health Data Analyst officers with the following qualifications: o Domestic university degree or legally recognized equivalent foreign degree, in Exact/Natural Sciences or Economic Sciences or Engineering/Polytechnic Schools o Professional experience of at least three (3) years in the field of Data Analytics …

• One (1) mid-level Health Services Management officer with the following qualifications: o Domestic university degree or legally recognized equivalent foreign degree o Professional experience of at least five (5) years in the Health sector, in a subject relevant to the project.
• One (1) junior-level Health Services Management officer with the following qualifications: o Domestic university degree or legally recognized equivalent foreign degree, in Exact/Natural Sciences or Humanities, o Professional experience of at least two (2) years in the Health sector, in a subject relevant to the project.
• Four (4) Physicians specialized in quality control of medical coding with the following qualifications: o Domestic university degree or legally recognized equivalent foreign degree, in Medicine o Professional experience of at least two (2) years in clinical audit and medical coding of hospitalizations (KEN, DRG or related hospitalization classification and reimbursement system).
• One (1) Legal Counsel (Expert) with the following qualifications: o Domestic university degree or legally recognized equivalent foreign degree, in Law o Professional experience of at least five (5) years in the Health sector
• One (1) officer in the role of Health Digital Transformation Expert with the following qualifications: o Domestic university degree or legally recognized equivalent foreign degree, in Exact/Natural or Technological Sciences or Informatics o Master's degree in the field of Health Informatics o Professional experience of at least ten (10) years in digital Health projects
• One (1) officer in the role of Information Systems Implementation Lead with the following qualifications: o Domestic university degree or legally recognized equivalent foreign degree, in Exact/Natural or Technological Sciences or Informatics o Professional experience of at least eight (8) years in digital Health projects o Participation in at least two (2) nationwide digital health projects, including one (1) project involving the implementation of a central national system regarding the costing of medical acts by DRG or a DRG system in healthcare units for interfacing with a DRG-Grouper system.
• One (1) officer in the role of Health Informatics Consultant/Researcher with the following qualifications: o Domestic university degree or legally recognized equivalent foreign degree, in Exact/Natural Sciences or Informatics o Professional experience of at least two (2) years in digital Health projects o Experience in projects involving the implementation of a central national system regarding the costing of medical acts by DRG.
• Three (3) officers in the role of mid-level Health Informatics Developer with the following qualifications: o Higher education degree (domestic or legally recognized equivalent foreign degree) in Exact/Natural Sciences or Informatics o Professional experience of at least two (2) years in digital Health projects. o Experience in projects involving the implementation of a central national system regarding the costing of medical acts by DRG.
• One (1) mid-level Information Security, data protection, and IT services officer, who possesses at least the following qualifications: o Domestic university degree or legally recognized equivalent foreign degree in Exact/Natural Sciences or Informatics o Participation in two (2) consulting services projects on behalf of an entity with a national role in the health system that cumulatively include consulting services in data security and personal data protection. o Certifications in the following areas:
• Certified Information Privacy Professional /Europe (CIPP/E)

Economic operators involved in the award process of this Convention shall be required to carry out an activity related to the subject-matter of the contract. Economic operators established in a Member State of the European Union are required to be registered in one of the professional registers or trade registers kept in their State of establishment or to meet any other requirement set out in Annex XI to Appendix I to Law 4412/2016.

Where economic operators are required to have a specific authorisation or to be members of a particular organisation in order to be able to provide the relevant service in their home country, the contracting authority may ask them to demonstrate that they have such authorisation or that they are members of that organisation or invite them to make a sworn declaration before a notary regarding the exercise of that profession.

In the case of economic operators established in a Member State of the European Economic Area (EEA) or in third countries which have joined the GPA, or in third countries which do not fall under the previous indent and have concluded bilateral or multilateral agreements with the Union on procurement procedures, they are required to be registered in their respective professional registers.

Economic operators established in Greece should be registered in the relevant professional register, where, under the legislation in force, registration is required for the service to be awarded. In the case of Union bodies/consortia, each member is required to be registered in one of the professional registers or trade registers held in the State of its establishment.

Economic operators shall have the following certificates in place:

• ISO 9001:2015 or newer for Quality Management or equivalent, in force, by an accredited body.
• ISO 27001:2022 or newer for Information Security or equivalent, in force, by an accredited body.
• ISO 20000:2018 or newer for the provision of IT services or equivalent, in force, by an accredited organisation.
• ISO 27701:2019 or newer for Personal Data Management or equivalent, in force, by an accredited body.
• ISO 22301:2019 or newer for Operational Continue or equivalent, in force, by an accredited organisation.
• ISO 29994:2021 or newer for the provision of remote education services, or equivalent, in force, by an accredited body. In the case of competing consortia or associations of economic operators, it is specified that this requirement may be cumulatively covered by the members of the tenderer. The contracting authority shall recognise equivalent certificates issued by bodies accredited by equivalent accreditation bodies, institutes and other Member States.
