What the buyer wants
The intensive care unit currently has 8 beds; An extension to 12 beds is planned. The solution is operated as an on-premise system and serves to digitally document and optimize clinical processes in intensive care. Coverage of anesthesia is not part of the tender. The PDMS must be integrated into the existing IT and medical technology landscape of the clinic. A user-friendly, efficient and fail-safe solution is expected, which ensures seamless collection, evaluation and presentation of medical data, as well as improved quality of care and more economical processes. The client operates MEDLINQ in anesthesia and expects the PDMS to be seamlessly connected to the hospital information system (KIS) MEDICO and to ADVANOVA VMobil. In particular, FHIR interfaces for cross-system interoperability must be implemented. Particular emphasis is placed on interoperability, automated data processing and support for quality assurance and clinical decision-making. The system must be flexibly adaptable to the specific processes and requirements of the clinic. The planned minimum contract term is 3 years. After the expiry of the minimum term, the contract is automatically extended up to three times for a further year, unless the contract is terminated by one of the parties in due time. The maximum duration of the contract is thus six years.

After examination of the formal requirements, the information and documentation to be provided on the absence of grounds for exclusion and suitability for the exercise of profession (PL), the information and documentation on the determination of economic and financial capacity (WL) and the minimum requirement for TL2, only technical and professional capacity (TL) is decisive for the assessment of suitability. This will be assessed solely on the basis of the references to be provided under TL2 of this Notice. The total score is 1,000 points. The evaluation of the references takes place in a relative comparison of the applicants with each other on the basis of the following grade levels: - 100% = very good: applicant meets the requirements to the highest extent with respect to the eligibility criterion, - 80% = good: applicant meets the requirements to the highest extent with respect to the eligibility criterion, - 60% = fully satisfactory: applicant meets the requirements to a high degree with respect to the eligibility criterion, - 40% = satisfactory: applicant meets the requirements to a sufficient extent with respect to the eligibility criterion, - 20% = sufficient: applicant meets the requirements to a just sufficient extent with respect to the eligibility criterion. The maximum achievable scores per indication/proof are multiplied by the respective achieved weighting factor (percentage). In the range between 0% and 100%, intermediate values can be formed (in 5% steps) to take into account a tendency towards the respectively higher grade, which are assigned textually to the respective grade with the underlying even percentage. An evaluation of the references with 10% or less would correspond to a complete non-fulfilment of the eligibility criterion, which leads to the exclusion of the participation application. These are selection criteria, not award criteria. KDW aims to involve three bidders in the negotiated procedure. If several candidates achieve the same total score and the number of candidates exceeds the planned number of candidates to be invited to negotiate, KDW reserves the right to draw tenderers for the bidding phase among the remaining candidates with equal points.
Application documents can be accessed via the procurement platform. The use of the forms in the application documents shall be mandatory. Evidence submitted must still be valid; where timeliness requirements are imposed, the date shall be the date of publication of that notice. With their request to participate, applicants must submit the following documents: PL1. Self-declaration on the absence of grounds for exclusion (§§ 123, 124 GWB) according to the form in the application documents. PL2. self-declaration of the company with information on the company, legal form, registered office, object, management of the company, corporate structure (e.g. parent companies, group membership, branches - organization chart), with presentation of the company and capital relations of the applicant, if applicable, the competent establishment, size of the company and nationality of the beneficial owner according to the form in the application documents. Self-declaration on compliance with the data protection requirements of tender PL4. Self-declaration on the 5th EU sanctions package ("RUS sanctions"). A form is included in the application documents. In the case of applicant communities, the eligibility requirements PL1 to PL4 listed here apply accordingly to each individual member of the applicant community. A qualifying loan is excluded for the proofs PL1 to PL4. If, for a valid reason, an applicant is unable to provide the required evidence, he/she can demonstrate his/her performance by providing other evidence considered appropriate by KDW. KDW reserves the right to request further declarations and certificates for bidders selected at the end of the competition and any subcontractors submitting a bid on separate request.

TL2. information on the performance of comparable services/reference projects (realised projects related to the implementation of patient data management systems) in the last 5 years or less (self-declarations); Deadline: date of publication of this notice. In the case of a candidate community, information may be provided for the applicant community as a whole. The references shall be submitted in accordance with the application documents form and the information specified therein. If possible, please do not submit more than 5 references and sort them according to their relevance and comparability with the subject of the tender. In individual cases, KDW may require the submission of reference certificates from the reference contractors. Minimum requirement: At least three reference orders must be proven, each of which meets all of the following requirements (cumulative): - for a German-language tool in the sense of a German-language user interface, - with an operation of the application on-premise, - with a reference project in regular operation, not in implementation or pilot operation, - and a PDMS standard software, which covers the areas of intensive care for digital documentation and process optimization. In the evaluation of the references, KDW attaches particular importance to the following requirements: - The reference has at least six intensive beds. - The PDMS standard software includes a visual processing of parameters and measured values of common intensive care devices. - The PDMS standard software supports the documentation of PiCCO and PAK, Pacer, ventilation, hemofiltration and dialysis, scores, general medical documentation, import and export, access, medication and care. - The user interface of the PDMS standard software can be adapted for the respective users and could be adapted in the usual frame independently (i.e.: without customizing effort of the client). - The PDMS standard software is integrated into the system environment and supports the connection of systems at least via HL7 ADT and MDM. - The PDMS standard software is integrated into the system environment and supports the connection of systems via HL7 ORU or DFT or BAR. - The PDMS standard software is integrated into the system environment and supports the connection of systems from HL7 FHIR on or off, any profile. - The PDMS standard software is in production operation for at least one year or more. - The reference includes the introduction of a PDMS in connection with a CIS integration to the CIS "MEDICO". The multiple fulfilment of all or more of the previously mentioned requirements in several reference projects is rated higher. The highest grade in the assessment is achieved if at least three submitted references are demonstrated per requirement.
