Economic operators submitting the offer must prove a form of registration under the conditions of the law of the country of residence, to reiterate that the economic operator is legally constituted, that it is not in any of the situations of cancellation of the constitution and that it has the professional ability to perform the activities covered by the contract. Method of fulfilment of the requirement: the DUAE will be completed by the economic operators participating in the award procedure (bid / bid associate / subcontractor) with information related to their situation. The supporting documents proving the fulfilment of those assumed by the completion of the DUAE shall be submitted, at the request of the contracting authority, only by the tenderer ranked 1st in the intermediate ranking drawn up upon completion of the evaluation of the tenders. These supporting documents may be: - the certificate of establishment issued by the ONRC, or - in the case of foreign bidders, equivalent documents issued in the country of residence. The finding documents must attest that the object of the contract has the correspondence in the activity of the tenderer / associate tenderer / subcontractor, for the part of the contract it performs. Other minimal information to be found in the finding document are: - legal identification data (name, headquarters, unique registration code); - main and secondary activities; - legal representatives. Documents issued in other than Romanian will be accompanied by certified translations in Romanian. The required documents will be signed with extended electronic signature, based on a qualified certificate, issued by a certification service provider accredited under the law and loaded into SEAP in the specific sections available in the computer system and only by registered economic operators.
