1. Lot 1MS Dynamics 365 and Power Platform expert services

   The acquisition is carried out in the form of a purchasing tyre involving the City of Helsinki and DigiHelsinki Oy (hereinafter "Client '). The acquisition involves delivery and in-service services, further development and other expert services included in Microsoft Dynamics 365 and Power Platform systems and related technologies (hereinafter also" Applications "). Services refer to both expert services during deployment projects and development projects as well as continuous post-deployment services such as support and maintenance services, further development, processing of requests for change, technical expertise support, architectural and integration skills, service management tasks and training. Services may include application definition, design, implementation, testing, commissioning, operation, maintenance, support and development services, architectural services, possible implementation data migration and integration, process harmonisation support during delivery and licensing needs assessment, training services and documentation. Applications based on the subject of this acquisition are produced on a Microsoft Dynamics 360 or Power Platform. The procurement shall constitute a framework agreement to which three suppliers shall be selected by priority. The competition will be carried out through an open procedure. The participants in the procurement tyre shall each award their own procurement decision and contract to the tenderers selected for the framework agreement. The maximum value of the acquisition is EUR 9 (9) million (VAT 0%). Under the Framework Agreement, Contracting Parties, Agencies, Business Institutions and DigiHelsinki Ltd may acquire the Services or Continual Services referred to in the Framework Agreement through separate supply contracts. Delivery Agreements may also relate to the Applications implemented by the Order itself or in cooperation with other Contract Partners. Where several suppliers are involved in the implementation, maintenance or further development of the same Application, the division of responsibilities and the obligations of cooperation between suppliers are defined in the contract of supply. Supplies may include components implemented with other technologies, such as integration into an external database, interface, or software component, as part of Microsoft Dynamics 360 and Power Platform. The subject-matter and scope of the procurement are further specified in the invitation to tender and its annexes.
