Financial year: Last financial year established. The overall annual turnover of the candidate is at least EUR 1 million (1 000 000). On request, the candidate shall provide information on turnover for at least the last financial year if the candidate is entitled to provide it under the legislation of the country in which he is established. If the candidate fulfils the requirement for turnover by turnover for the current financial year, the candidate can demonstrate his economic and financial situation with another document approved by Hansel Oy. If the application is submitted as a group, the members of the group may fulfil the requirement jointly. If the application for participation is submitted as a group, the member of the group responsible for sending the application for participation shall send the ESPD form to the other members of the group to be filled in by electronic competitive tendering. If the candidate relies on the resources of other entities (reserve units) to meet the requirement, the candidate together with his or her reserve units may meet the requirement. In such cases, the candidate may be requested to provide an explanation of the commitments and agreements concerning the existence of financial resources. If the candidate has used the resources of the reserve unit to meet the requirement of the candidate's turnover, the candidate and the reserve unit shall undertake that the client may require the reserve unit to be jointly and severally liable with the candidate for the obligations under this DPS contract. If the candidate relies on the resources of the reserve units to meet the requirement, the applicant shall send the ESPD form to the reserve units to be filled in by the electronic competitive tendering system. The candidate must have a valid Insurance against contractual financial damages covering services provided by a supplier under a dynamic purchasing system of at least EUR 1 million (1 000 000). If the application for participation is submitted as a group, all members of the group shall be covered by liability insurance in accordance with this requirement. The certificate of liability shall be downloaded as an annex to the application for participation in the electronic tendering system tab "Other terms'. If the application for participation is submitted as a group, the certificate of liability shall be downloaded for all members of the group.

The candidate shall have the necessary solvency, financial capacity to carry and the ability to pay for the provision of the services to which the DPS applies and the supply of products. The financial situation of the candidate can be considered sufficient if its risk rating in the risk rating of Suomen Ktikatieto Oy is 1 -3. The situation of the candidate may also be assessed on the basis of the financial statements and / or other reports to be submitted on request and on the basis of a self-assessment obtained by the contracting entity. A candidate whose risk rating in the risk rating of Suomen Kokasatieto Oy is 5 or whose solvency, financial capacity and solvency are estimated to correspond to risk class 5 is excluded from the procurement procedure. A candidate with a risk rating of 4 in the risk rating of Suomen Kokasatieto Oy or whose solvency, economic carrying capacity and ability to pay are estimated to correspond to risk category 4 may be excluded from the procurement procedure if the candidate is unable to provide a reliable explanation of the measures it takes or has taken to improve solvency, financial sustainability and solvency. If the application for participation is submitted as a group, the requirement shall apply to all members of the group. If the candidate uses the reserve units, the requirement must be met by all reserve units alongside the candidate.

The tenderer is registered in the relevant business registers kept by the Member State of establishment: It is entered in the professional register kept by the Member State of establishment, as described in Annex XI to Directive 2014 / 24 / EU; tenderers from certain Member States may have to comply with other requirements laid down in that Annex.

The candidate must have experience in providing one or more DPS target services. The candidate shall have a total of at least seven (7) reference orders meeting the following requirements: (1) Reference orders shall have been addressed to one or more services in accordance with Annex 1 "Subject matter of the dynamic purchasing system." 2) In the reference mandates, the candidate, the member of the group or the reserve unit used by the candidate must have acted as a service provider. (3) The actual billing of DPS-based expert services must have been for the last three (3) years (from the date of submission of the application for participation): - For three (3) reference orders at least EUR 100,000 (VAT 0%) per order; and - For four (4) reference orders at least EUR 50 000 (VAT 0%) per order. 4) The same customer organisation (the same Y-ID or equivalent identifier) may be a client in up to two (2) reported reference orders. (5) The notified reference assignment shall not accept internal orders of an undertaking or orders in which the client has been a candidate, a reserve unit or a member of a group. In order to demonstrate compliance with the above requirement, the candidate shall complete the "References' form attached to the request for participation in accordance with the instructions and requirements set out therein. The" References' form shall be downloaded as an annex to the application for participation in the electronic tendering system tab "Other terms' in the dedicated section. If the application is submitted as a group, the members of the group may fulfil the requirement jointly. If the application for participation is submitted as a group, the member of the group responsible for sending the application for participation shall send the ESPD form to the other members of the group to be filled in by electronic competitive tendering. If the candidate relies on the resources of other entities (reserve units) to meet the requirement, the candidate together with his or her reserve units may meet the requirement. Resources related to the experience of other entities may be used only if those other entities provide services or some of them. If the candidate relies on the resources of the reserve units to meet the requirement, the applicant shall send the ESPD form to the reserve units to be filled in by the electronic competitive tendering system. The candidate must comply with the minimum quality of service standards set out in the Annex to the call for participation "Procurement requirements" in the tab "Quality management requirements.".

The candidate shall comply with the environmental requirements for the provision of the service set out in the Annex to the invitation to participate, "Procurement requirements" in the tab "Environmental requirements.".
