With regard to economic and financial adequacy for this procurement procedure, candidates should, under exclusion penalty, have an average general annual turnover of more than or equal to 150% of the budget of the contract being awarded, excluding VAT. Where the applicant is active for a period of less than three management uses, then the average turnover for the management uses concerned should be equal to or greater than 150% of the budget of the contract, excluding VAT.

In the case of association/consortium the above condition may be cumulatively covered by all members of the association/consortium. The requested capacity is not affected by the participation rate of each entity in the association/consortium.

The prospective Contractor, in accordance with the company law of the country where he is established, shall submit balance sheets of management uses where he is obliged to issue Balance Sheets or a declaration of the total amount of the annual turnover in case he is not obliged to issue Balance Sheets.

Economic operators involved in the process of conclusion of the present are required to have the appropriate documented and proven technical and professional capacity to implement projects of similar complexity to the project under assignment. Specifically, during the last four (4) years, i.e. 2025, 2024, 2023, 2022 as well as in the current year 2026 until the closing date for submission of tenders, it is required that they have completed and delivered successfully:

• One (1) integrated project involving the implementation of an information system in a hospital/a, operated by the N.C.Y. (Hospital Services Costing System) with a value of at least 50% of the budget of the present .
• A (1) integrated project involving the implementation of an economic data processing system based on the N.C.Y. In the context of the implementation interoperability should have been developed with a number of hospitals at least 10% of the total number of hospitals under contract.
• A (1) integrated IT project in a Hospital, which is an online (WEB) hospital surgery management application, has been put into productive operation and has integrated artificial intelligence functionalities (Artifical Intelligence – AI) for the search, analysis and processing of financial, operational and quantitative data of surgical interventions.As part of the implementation, there should be a minimum of 2% of the intervention cases of the SCN on an annual basis (as calculated in the year 2025, as the year of full operation of the SCN, during which 583.770 invasive cases have been recorded). In cases where the tenderer was a member of an association or joint venture, account shall be taken of the contractual value corresponding to its rate of participation in each contract.In the case of an association of economic operators, the above minimum requirements may be cumulatively covered by all members of the association. In the case of support for the capacities of other bodies (Section 2.2.8 of the Declaration), the latter should demonstrate that they will perform the tasks or services for which those capacities are required.

2. The candidate Contractor or, in the case of Union/Consortium, its members, should have a Project Group with appropriate manpower to meet the project requirements. As a minimum, the Project Group should include the following key experts:

1. One (1) Project Manager, who has:
   • University degree in studies in related subjects to IT or IP IT or PCS;
   • Master degree in related subjects to IT or IP Science; or PE Economics;
   • Associated Certification in Project Management, in force;
   • at least 10 years of total professional experience in ICT project management
2. One (1) Associate Project Manager, who has:
   • University degree in studies in related subjects with IT or IT IP.
   • Postgraduate degree in related subjects with ICT project management and information systems security.
   • 10 years at least of total professional experience in ICT project management and IT analysis.
3. Two (2) Senior developers with:
   • University or technological qualifications in related subjects of IT or IT.
   • At least 5 years of experience in implementing WEB applications and information systems.
4. Two (2) developers of WEB applications development, which have:
   • University or Technology degree in related subject to IP or IT.
   • 3 years at least of total professional experience in implementation of Web applications.
5. One (1) Information Systems Security Officer who has:
   • University degree in studies in related fields of IT or IT;
   • Master degree in studies in related fields of IT or IT;
   • Related Certification in Information Systems Security; ISO 27001:2022 LA, in force;
   • at least 5 years of professional experience in IT security.
6. One (1) Nephus Computational Solutions Architects, who has:
   • University degree in related topics to IT or IP Informatics Engineering or PC Positive Sciences
   • Graduate degree in related topics with IT IPs
   • 5 years at least professional experience in configuration, management and support of solutions to computing cloud (cloud).
7. One (1) Quality Assurance Officer, who has:
   • University or Master's degree from an AI of the domestic or international, in the Quality Management
   • Related certification in Project Management, in force
   • 5 years at least professional experience in managing quality ICT projects
8. One (1) Database Design Manager, which has:
   • 5 years of professional experience in the design and implementation of databases. In the case of an association of economic operators, the above minimum requirements may be cumulatively covered by the members of the association.The natural persons declared by the tenderer to the Project Group may be employed with an dependent employment relationship or an independent service contract, which is already in force at the time of submission of the offer. In the latter case, they shall be considered as own resources of the economic operator and not third party borrowers and shall not require the submission of EGTCs and the relevant means of proof.

Economic operators involved in the award process of this Convention shall be required to carry out an activity related to the subject-matter of the contract. Economic operators established in a Member State of the European Union are required to be registered in one of the professional registers or trade registers kept in their State of establishment or to meet any other requirement set out in Annex XI to Appendix I to Law 4412/2016.

Where economic operators are required to have a specific authorisation or to be members of a particular organisation in order to be able to provide the relevant service in their home country, the contracting authority may ask them to demonstrate that they have such authorisation or that they are members of that organisation or invite them to make a sworn declaration before a notary regarding the exercise of that profession.

In the case of economic operators established in a Member State of the European Economic Area (EEA) or in third countries which have joined the GPA, or in third countries which do not fall under the previous indent and have concluded bilateral or multilateral agreements with the Union on procurement procedures, they are required to be registered in their respective professional registers.

Economic operators established in Greece should be registered in the relevant professional register, where, under the legislation in force, registration is required for the service to be awarded. In the case of Union bodies/consortia, each member is required to be registered in one of the professional registers or trade registers held in the State of its establishment.

Economic operators shall have the following certificates in place:

• ISO 9001:2015 (for quality management) with the scope of Integrated Information Systems.
• ISO 27001:2022 (for Information Security) with the scope of Integrated Information Systems.
• ISO 20000-1:2018 (for IT information management)
• ISO 22301:2019 (for business continuity)
• ISO 29993:2017 (for the provision of Education Services) In the case of competing consortia or associations of economic operators, it is specified that this requirement may be cumulatively covered by the members of the tenderer. The contracting authority shall recognise equivalent certificates issued by bodies accredited by equivalent accreditation bodies, institutes and other Member States. For the purposes of this Regulation, an equivalent conformity assessment body shall be deemed to be:.
