The subject of this contract is the development, commissioning, and support of an Integrated Business Intelligence and Strategic Documentation Platform for Entrepreneurship State Aid and Financial Instruments on behalf of the Managing Authority of the Programme "Competitiveness" (MA).

The platform is a tool for the exclusive use of the MA and serves the evaluation, monitoring, and strategic planning needs of State aid Actions implemented within the framework of three consecutive Programming Periods: EPAN II (2007-2013), EPANEK (2014-2020), and Competitiveness (2021-2027), with a total public expenditure exceeding 13 billion euros and over 37,000 enrolled projects. The implementation of the functional modules included in the scope of the contract is organized into three priority tiers. The core of the system includes:

1. the creation of a Unified Data Repository that gathers all historical State aid data from the three Programming Periods into an actionable format,
2. the development of a dashboard and monitoring environment for executive leadership with periodically updated absorption data, N+3 risks, and geographical distribution, and (c) the implementation of a counterfactual impact evaluation methodology for State aid, in accordance with the requirements of Article 44 of Regulation (EU) 2021/1060.The strategic tier includes tools for comparing the cost-effectiveness of grants and financial instruments, policy scenario simulation, alignment with EU Policy Objectives and the Smart Specialisation Strategy (RIS3), as well as substantiation of simplified cost options.The advanced tier includes open data and public transparency functions, beneficiary enterprise satisfaction surveys, a knowledge bank for designing the 2028-2034 Programming Period, and the utilization of artificial intelligence tools for generating natural language reports, under human oversight and approval.The scope of work also comprises the provision of training for staff of the MA and Intermediate Bodies, as well as operational support throughout the duration of the contract.
