Open procedure, pursuant to art. 71 of Legislative Decree No. 36/2023, for the awarding of services for the development, maintenance and management of the information system of Fondimpresa (FPF System)

A Contract will be entered into with the successful tenderer of this procedure concerning the following activities: i) Software development and evolutive maintenance (MEV) ii) Corrective and Adaptive Maintenance (MAC/MAD) iii) Housing, HW/SW operation and maintenance iv) Helpdesk (hereinafter also referred to simply as the “Service” or “Services”), as further defined, described, and detailed in the Technical Specifications attached to the Tender Rules.

A handover/shadowing period of at least 2 (two) months must be guaranteed for the new contractor taking over at the end of the contract. For the arrangements governing the performance of the contractual relationship, see the provisions of paragraph 9 of the Technical Specifications, without prejudice to compliance with the Service Levels set out in paragraph 10 of the Technical Specifications, under penalty of application of the penalties established therein.

In order to provide the reference context, without prejudice to what is further specified in the Technical Specifications, it should be noted that Fondimpresa has implemented an Information System (named “FPF System”) for the management of the Training Plans of the Training Account and the System Account, for communication between Fondimpresa, its Territorial Branches, and member companies, for the acquisition and management of membership data and contributions transmitted by INPS, as well as monitoring information to be sent periodically to the Ministry of Labour and Social Policies and for the registration of State aid in the RNA.

The development of the Fund's activities, the diversification of training funding measures made available to member companies (through public notices), the increase in granted funding and the number of managed Training Plans, the constant growth of memberships, and the evolution of monitoring specifications required by the Guidance and Supervisory Authority result in the need to ensure:

• evolutive maintenance (MEV) of the FPF system;
• corrective and adaptive maintenance (MAC/MAD) of the FPF system;
• management of Housing and operational services with particular attention to system monitoring activities and security assessment (penetration testing, vulnerability assessment, etc.);
• management of tier 1 and tier 2 Helpdesk services;
• development of new document workflow management features with a view to continuous and progressive dematerialisation of the Fund’s activities;
• integration of new artificial intelligence-based tools to automate and optimise human operational workflows;
• architectural evolutions and modernisation interventions of the hardware/software infrastructure to ensure appropriate levels of security, efficiency, and service continuity;
• application support for the Disaster Recovery system. The user base currently estimated is approximately 280,000 users across approximately 210,000 contributing accounts affiliated with Fondimpresa. The contract will have a duration of 60 natural and consecutive months, with the effective start date of activities determined by the date of a specific kick-off report.For all services described in the preceding article, no interference risks requiring specific safety measures have been identified; therefore, the preparation of the DUVRI is not required (pursuant to Art. 26, paragraph 3-bis, Legislative Decree No. 81/2008). Consequently, there are no safety costs related to interference risks, which are therefore quantified at € 0.00.Since the procurement procedure concerns intellectual services (as it primarily involves software development and design of customised solutions, functional analysis, and governance of system evolution), tenderers are not required to state, pursuant to Art. 108, paragraph 9, of the Public Contracts Code, the amount of labour costs and corporate charges for compliance with workplace health and safety provisions.
