What the buyer wants

The purpose of the call is to provide, implement and operate a digital solution for e-procurement processes. The solution is intended to map decentralized demand requirements, ordering and approval processes as well as functions of central purchasing including contract management. The solution must support up to three legally independent organizations, each with its own organizational structures, permissions, release workflows and ERP connections. In addition, an interface to a shared product and supplier catalogue shall be provided. The scope of services includes in particular conception, configuration, implementation, data migration, interface connection, commissioning, training, support and ongoing further development of the solution. ************************************************************************************************************** By submitting the request to participate, the applicant must declare that the overall e-procurement solution provided by the applicant for the performance of the contract and the underlying operational and delivery model are technically, functionally and organisationally designed to support both the baseline scenario and the extension scenarios provided for an optional contract. • Basic scenario (Free University of Berlin): Complete functional replacement of the existing SAP SRM Server system (Extended Classic Scenario) including the mapping of operational purchaser functions and complex approval structures. • Optional scenarios (Humboldt-Universität zu Berlin & Technische Universität Berlin): Real multi-client capability to enable simultaneous or staggered operation of several legally independent universities with strictly separate data rooms, regulations and role concepts. • System integration (hybrid SAP landscape): sustainable and flexible bidirectional connection to SAP R/3 ERP and SAP S/4HANA, taking into account SAP PSM (Public Sector Management) for automated budget and availability checks. For this purpose, the self-declaration provided by the contracting entity must be completed in full and signed in a legally binding manner with the request to participate. The fulfilment of the minimum requirements is not the subject of the selection decision according to § 51 VgV. The selection of candidates to be invited to submit a tender shall be made exclusively on the basis of the advertised selection criteria among those candidates who meet both the required selection criteria and the minimum requirements set out above.

Applicant references (combination of exclusion criterion and qualitative assessment) A. Minimum requirements for references (exclusion criteria): Applicants shall submit appropriate reference projects from the last five (5) years to demonstrate their technical and professional capacity. In total, the submitted references must necessarily cover all the following three technical requirements (note: a single reference project can be submitted provided that it meets all three requirements simultaneously). Alternatively, up to 3 different reference projects can be submitted, covering the requirements in total: • SAP PSM- & MM integration: At least one reference project with a successful bidirectional connection to an SAP ERP system with active use of the modules SAP MM and SAP PSM (Public Sector Management) including automated budget and availability check before ordering. • Catalogue connection (OCI): At least one reference project with successful connection of external catalogue systems via the OCI interface (Open Catalog Interface or cXML). B. Supplementary aptitude assessment (point award): • Public sector / higher education context: At least one reference project in the public sector, universities or research institutions with complex budget and accounting logic (e.g. third-party funds, funds, financial institutions, PSP elements) • Multi-client experience: If it is demonstrated that one or more of the submitted references are multi-client or multi-client. Customizing or extension developments were required. The information will be provided as part of the qualitative aptitude assessment with regard to the proven experience of the applicant with the highest possible standard coverage and an appropriate use of customizing. Enlargement developments are taken into account. • Operation and hosting model: For the submitted reference projects, the applicant has to present the respective realized operation and hosting model (e.g. SaaS, public/private cloud, hybrid or on-premises). The information shall be taken into account in the qualitative assessment of the applicant’s demonstrated experience with appropriate operational and hosting models. • Integration and interface model: For the submitted reference projects, the applicant must present the respective implemented integration and interface model, in particular the connection to existing ERP or SAP systems. The information shall be taken into account in the qualitative assessment of the applicant’s demonstrated experience with complex integration and interface architectures. The scope of the supplementary presentation should not exceed a total of five (5) DIN A4 pages. The presentation shall refer to the reference projects actually implemented. A presentation of a future solution intended or hypothetical for the client is not the subject of the suitability assessment.
