Procurement and integration of a statistical tool for a social intranet on SharePoint Online

Submitting a self-declaration by the applicant that a professional or company liability insurance is available or is concluded in the case of an order and is maintained throughout the term of the contract (proof by self-declaration: Annex A4, Section 2.1), In the case of an applicant community, appropriate insurance must be provided by at least one member or alternatively by the applicant community itself. The company/professional liability insurance must cover at least the following damages with the following minimum insurance sums:

• For personal injury at least 2 million. EUR
• for property and property damage at least. 1 million EUR
• lump-sum maximised twice per year for each claim

Submission of a self-declaration by the applicant/by each member of an applicant group on his/her total and activity-related turnover for the last three financial years completed. Activity-related revenues are those generated by services related to the integration and operation of analytics and reporting solutions for Microsoft 365/SharePoint environments (proof by self-declaration: Appendix A4, Section 2.2). Minimum requirement is a total turnover per financial year of EUR 400,000 on average over the last three financial years.

Submission of a self-declaration on appropriate references to previously executed orders concerning the integration and operation of analysis and reporting solutions for SharePoint online environments (proof by self-declaration: Appendix A4, Section 3.1). At least 2 comparable reference projects shall be demonstrated.

A reference is comparable if it meets the following conditions: integration, operation or significant development of an analytics and reporting solution for SharePoint Online; - Project start within the last five years; - Performance period at least. 6 months. In at least one reference project, the solution must have been successfully integrated into existing IT systems (e.g. via APIs, interfaces or specialist procedures).

Existence of a valid BSI-C5 certificate type 1 or equivalent proof for the entire application (cloud service by means of which the service is to be provided; including any subcontractors used). The certificate must have been issued on or after 01.01.2025. (Proof by demonstration: Appendix A4, Section 3.2) No minimum requirement

Existence of ISO 27001 certification or equivalent certification. (Proof by self-declaration: Annex A4, item 3.3). No minimum requirement

Certification according to ISO/IEC 27018:2019 (Code of Conduct for Personal Data Protection (PBD) in public clouds acting as PBD processors) or equivalent certification. In the case of requests to participate by groupings or subcontractors, all members of the grouping or subcontracting shall be required to: the subcontractors used are included in the certified quality management system.

In such cases, in addition to the certification, a presentation must be submitted, all members of the tendering group or group of tenderers must be informed. the subcontractors used are included in the quality management system certified according to ISO/IEC 27018:2019. (Proof by self-declaration: Appendix A4, point 3.4 in conjunction with the submission of a corresponding certificate). No minimum requirement

Provide a self-declaration by the applicant/by each member of an applicant association that persons in direct contact with the client have mastered the German language in word and writing at least at the level “C1 – advanced level of competence” of the “Common European Framework of Reference for Languages – GER(S)” or an equivalent frame of reference. (Proof by self-declaration: Annex A4, item 3.5) The submission of the self-declaration is a minimum requirement.

Operation of the solution is possible without the support of personnel from outside the EU. (Proof by self-declaration: Appendix A4, Section 3.6) no minimum requirement

Any subcontractors employed are always obliged to the same framework requirements to which the contractor himself is subject. (Proof by self-declaration: Appendix A5) The submission of the self-declaration is a minimum requirement.
