The Norwegian Radiation Protection Agency and nuclear safety shall procure consultancy services, including consultancy, development of written guidance material and competence raising activities for DSA for nuclear safety and radiation protection. It shall also include reviewing and assessing documents received from the operator(s). Examples of work under the agreement may be (the list is not exhaustive): Review and assessment of licence/permission applications or accompanying documentation and/or consultancy and/or competence building activities in support of such processes, including: • new disposal facilities or other installations for handling core waste • use of transport containers/transport containers for used nuclear fuel • configuration management at the nuclear installations• analysis of security and/or Management and/or stand-by arrangements for nuclear installations• risk and/or security assessments to determine their sufficiency, completeness and compliance with national and international regulations and guidelines, and international best practice • execution of independent assessments, including risk and security assessments.

The tenderer is registered in a company register or a trade register in the member state in which the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member states may have to fulfil other requirements in the mentioned annex. Minimum qualification requirements Tenderers must be registered in a company register, professional register or trade register in the state where the tenderer is established.

The certificate shall not be older than twelve (12) months, in accordance with the tender deadline.

Norwegian companies: Certificate of registration.

Foreign companies: Proof that the company is registered in a company register, professional register or trade register in the country where the tenderer is established.

For financial key figures stated in the notice or in the procurement documents, the tenderer declares that the actual value(s) of the requested key figures are as follows: Minimum qualification requirements Tenderers must have economic and financial stability which ensures the Contracting Authority that the Tenderer will be financial viable throughout the entire contract period.

An extended credit assessment/report, not older than three months, from a publicly certified credit rating company, with a rating of A (credit worthy), better or equivalent. The report must be based on the last known accounts. The date must be clearly stated. If the tenderer has valid reasons for not submitting the documentation requested by the Contracting Authority, the Tenderer can substantiate his economic and financial position with any other document that the Contracting Authority deems appropriate.

Tenderers can use the following technical personnel or technical units, particularly those who are responsible for quality control: For technical personnel or technical units that do not directly belong to the tenderer ́s business, but if the capacity the tenderer will use, cf. part II, section C, separate ESPD forms shall be supplemented. Minimum qualification requirements Tenderers must have sufficient technical and professional capacity to fulfil the contract.

A description of the technical personnel or technical units, in particular those who are responsible for quality control, that the Tenderer can use to fulfil the contract.

Can tenderers submit certificates issued by independent bodies that document that the tenderer fulfils the stated quality assurance standards, including universal design requirements? Minimum qualification requirements Tenderers must have established and implemented good quality assurance procedures.

Description of technical installations and survey and research facilities at the tenderer's disposal and the tenderer's quality assurance measures: Explain how quality management is organised in the company, procedures and routines that ensure delivery quality, how the company handles deviations and works with continuous improvement.

If a tenderer is certified in accordance with ISO 19001 or equivalent standards, it is sufficient to present a copy of a valid certificate.

Is the tenderer able to submit certificates issued by independent bodies as documentation that the tenderer fulfils the stated environmental management systems or standards? Minimum qualification requirements Tenderers must have established and implemented good environmental management measures.

Description of environmental management measures: Explain how the environmental management is organised in the company, procedures and routines that are established to reduce environmental impact and how the company works on continual environmental improvement.

If a tenderer is certified in accordance with ISO 14001, EMAS or equivalent standards, it is sufficient to present a copy of a valid certificate.
