What the buyer wants

Stage 1 - PrequalificationThis competition begins with a qualification phase (stage 1). Only tenderers who fulfil the qualification requirements and who have been invited will be able to submit a tender (stage 2). Up to five (5) tenderers will be invited to submit a tender. The municipality will have a selection among the tenderers on the basis of the selection criteria in point 7.

The aim of this procurement is to ensure uniform and cost efficient management of Drammen municipality ́s IT environment so that this supports the municipality ́s service production in a secure, stable and future orientated manner. The procurement shall support the municipality ́s goal of further digitalisation, service development and future growth.

The municipality would like to enter into a contract with one Tenderer who can provide uniform and reliable IT services of high quality, and who contribute to continual improvements to the municipality ́s operational services and user experience. The tenderer shall contribute to ensuring the municipality ́s service production through efficient and proactive handling of events and problems. The tenderer shall coordinate error and problem handling with trade system suppliers and other relevant parties.

Good routines are expected for planning and implementing changes, as well as a coordinating role in the further development of the municipality ́s user services, technical platforms and operational services. The tenderer shall, in addition, be a competent consultant for the municipality within technological and operational technical questions.

The tenderer shall support the municipality ́s aim and be able to actively contribute to professional discussions connected to goal achievement, technological choices and strategic development. Tenderers shall also be able to function as a development partner and contribute with competence and capacity in new projects, this as a supplement to the municipality ́s own resources. The municipality is therefore looking for more than one traditional operational supplier.

The tenderer shall be a proactive cooperation partner who will be responsible for continual improvement in the contract area, with the aim of developing the municipality ́s operational environment and the users experienced service quality throughout the entire contract period. At the same time, efficient and cost conscious operation is an important part of the delivery. This particularly applies to follow-up and optimisation of the Municipality ́s ongoing costs connected to using Microsoft Azure.

Tenderers are therefore expected to contribute to good financial management, cost control and efficient utilisation of the cloud services. A more detailed description of the procurement ́s extent, content and requirements, see the requirement specifications in Annex 1.Drammen municipality will enter into a contract for ongoing service delivery with one tenderer. The contract will be valid for three years, with option for further extensions of three options for one year (3+1+1+1). I.e. the Agreement has a maximum length of 6 years.
