PROVIDING MARKET FOR CERTIFICATES OF AUTHENTIFICATION AND SIGNATURE RGS** AND EIDAS 2.0 (PHYSICAL PERSONS) AND CERTIFICATES OF SERVER (WEB)

Pursuant to Article L. 2113-2 of the Public Order Code, SMO Nord Pas-de-Calais Numérique acts as the central purchasing authority within the meaning that the buyer acquires supplies or services for other contracting authorities, public undertakings or contracting entities. The purpose of this contract is to supply: • personal authentication and signature certificates RGS** and eIDAS, on USB stick-type support, to agents and elected representatives of the affiliated public authorities and institutions; • NFC cards on physical media, intended for officials and elected representatives of the participating public authorities and institutions, supplied in the same way as personal certificates on physical media (see point 3.5). The Syndicat mixed Nord-Pas-de-Calais Numérique, in partnership with the management centres of the Territorial Public Service of the Nord (Cdg59) and the Pas-de-Calais (Cdg62), carries a central purchasing centre for the territorial authorities and public institutions of the departments of Nord and Pas-de-Calais. This purchasing centre facilitates access to authentication and electronic signature certificates necessary for the dematerialization of administrative procedures and documents. It offers member entities a mutualised system, allowing them to benefit from negotiated tariffs and a simplified ordering route. As of the date of launch of this consultation, 560 communities and public institutions participating in the purchasing centre have access to a dematerialised platform allowing them to order their certificates directly. This contract is in keeping with the previous contract. It aims to ensure the sustainability of the service provided to the members of the purchasing power plant, within an updated regulatory framework, including the evolution of the eIDAS 2.0 regulation and the strengthening of security requirements. The objectives of this consultation are to: - Ensure continuity and quality of the RGS** and eIDAS certificate delivery service for all members of the purchasing power station; - Promote the coherence of digital public services open to users and facilitate their adoption, through similar interfaces and modes of operation between local administrations; - Promote the dematerialization of exchanges in order to save time, remove time or place constraints, reduce paper and postage costs, and optimize monitoring and document retrieval; - To enable the complete digital management of data and documents produced internally or transmitted by partners, whether they be administrations, administrators or suppliers.
