Provision of mobile communication services and mobile devices in a rental model (DaaS)

Documents shall be made available for the application to participate in the contest, if applicants or not be required to draw up independent documents and supporting documents and to attach them to the request to participate. The application must be made using the documents provided. Formal applications will not be considered. The proof required by the contract notice shall be submitted together with the application. The participation competition serves for the final examination of suitability, i.e. the suitability documents must also be submitted for possible subcontractors together with corresponding undertakings. In particular, it is not sufficient to designate such companies only after the completion of the participation competition.

A candidate who does not himself have the technical means necessary for the performance of a contract shall, on his own initiative, present in his request to participate and demonstrate which undertakings possessing such technical means he will use in the performance of the contract in such a way that those means are considered to be actually available to him. The awarding authority will carry out a comprehensive aptitude test for so-called "appropriate subcontractors".

All proofs of suitability required by the EU notice must also be submitted for "suitability-providing subcontractors". If the applicant or the applicant community wishes to use the services of other companies (subcontractors) in fulfilling the order, the proof of suitability relating to the transferred management area of the subcontractor must also be provided in full by the subcontractor.

1. Proof of the existence of insurance cover in accordance with the following minimum requirements or Self-declaration to conclude a corresponding insurance in the case of an order and to maintain it during the entire term of the contract. - The following minimum requirements apply: Minimum coverage amounts per insurance case (maximised twice per year): EUR 2.0 million for personal and property damages and EUR 1.0 million for property damages. Information on the total turnover in the last three financial years and on the turnover comparable to the subject of the contract here. Minimum requirement: The total turnover must be 1.2 million on average over the last three closed financial years. not less than EUR (net).

1. Self-declaration of the company with statements about: headquarters of the company, year of foundation, shareholder / if applicable. Group membership, locations from which the client is to be looked after, total number of employees employed in the last completed financial year.

References on comparable services as specified in this EU Notice, subject to the data protection admissibility of a communication, including the client, the project name, the period of service (each month/year) and a contact person at the reference client together with telephone number and e-mail address. At least two references shall be submitted using the reference document provided. Each reference shall comply with the following minimum requirements (a) to (e):

1. provision of at least 150 mobile phone connections together with mobile devices (smartphones) in the rental, leasing or DaaS model for a commercial or public contracting entity;
2. the reference shall include lifecycle services, at least: roll-out, fault and exchange management, and take-back with certified data erasure;
3. the reference shall concern the provision of a web-based contract or service. asset management portals or a similar managed mobility platform;
4. the order volume of the reference is at least EUR 200,000 (net);
5. the end of the reference performance did not occur more than three years before the publication of this notice; Current contracts shall be taken into account provided that the provision of services has been ongoing for at least 12 months at the time of publication. At least one reference must additionally meet the following requirement (f):
6. the reference comprises the integration of the terminals into a central enterprise administration (mobile device management). References that do not meet the minimum requirements (a) to (e) are not evaluated. If fewer than two references meet the minimum requirements (a) to (e) or no reference additionally meets the requirement (f), the request to participate is excluded.

Selection criteria apply when more applicants or Candidate groups meet the selection criteria as foreseen for the invitation to tender under the rules laid down in this EU notice (five). If fewer than five suitable applications are received, the procedure with the suitable applicants will be continued (§ 51 para 3 VgV). The selection of candidates or candidate groups invited to submit a tender shall be based on a point rating of the submitted company references. A maximum of 90 points can be achieved.

The content of the maximum three company references to be submitted is evaluated. The comparability of the submitted references to the range of services advertised here (cf. specification of services) is assessed. For this purpose, it is necessary that the detailed description of the services provided in the reference document is as comprehensive as possible. A maximum of 30 points can be achieved per reference.

The points for each reference are awarded as follows: 4 points for (1) at least 300 connections/devices provided, (2) an order volume of at least 400,000 EUR net, (3) Apple terminals suitable for integration into ABM/ADE and (4) the MDM platform Intune (no points for any other platform).

A further up to 14 points will be awarded for the extent to which the described services cover other essential elements of the advertised service: 10-14 points for almost complete, 7-9 points for predominant, 3-6 points for partial and 0-2 points for missing or only insignificant coverage. The scores of all references are added to a total score. The five candidates with the highest total score shall be invited to submit a tender. If there is a point tie at rank 5, the lot decides.
