Provision of Public Cloud Computing Services & Support for the Unified Government Cloud

Economic operators involved in the procedure for the conclusion of this procedure are required to carry out a professional activity related to the subject-matter of the services to be provided, namely the provision of services in the field of Information and Communication Technologies.

Economic operators established in a Member State of the European Union are required to be registered in one of the professional registers kept in their State of establishment or to meet any other requirement set out in Annex XI to Appendix I of Law 4412/2016.

Where economic operators are required to have a specific authorisation or to be members of a particular organisation in order to be able to provide the relevant service in their country of origin, the contracting authority may ask them to demonstrate that they have such authorisation or that they are members of that organisation or invite them to make a sworn declaration before a notary concerning the exercise of that profession.

In the case of economic operators established in a Member State of the European Economic Area (EEA) or in third countries which have joined the GPA, or in third countries which do not fall under the previous indent and have concluded bilateral or multilateral agreements with the Union on procurement procedures, they are required to be registered in their respective professional registers.

Economic operators established in Greece should be registered in the relevant professional register, where, under the legislation in force, registration is required for the service to be awarded. In the case of an association of economic operators, the suitability for professional activity should be covered by all members of the association or cumulatively by the members of the association. (paragraph 2.2.4 of the Declaration).

Economic operators involved in the procedure for the conclusion of this shall be required to have an average general annual turnover for the last three (3) financial years (2023-2024-2025) or, the financial uses in which the economic operator operates, if less than three at least equal to 200 % of the budget of the project to be awarded not including VAT and the option for which it submits a tender. In the case of an association of economic operators, the above requirements shall be cumulatively covered by the members of the association. (paragraph 2.2.5 of the Declaration).

Οι οικονομικοί φορείς που συμμετέχουν στη διαδικασία σύναψης της παρούσας απαιτείται να διαθέτουν την κατάλληλα τεκμηριωμένη και αποδεδειγμένη επαγγελματική ικανότητα στην υλοποίηση έργων αντίστοιχου μεγέθους και πολυπλοκότητας με το υπό ανάθεση Έργο.

Όσον αφορά στην τεχνική και επαγγελματική ικανότητα για την παρούσα διαδικασία σύναψης σύμβασης, οι οικονομικοί φορείς (ή σε περίπτωση ένωσης/κοινοπραξίας εταιρειών αθροιστικά τα μέλη της ένωσης/ κοινοπραξίας) απαιτείται:

Α. Οι οικονομικοί φορείς που συμμετέχουν στη διαδικασία σύναψης της παρούσας σύμβασης απαιτείται να διαθέτουν κατάλληλα τεκμηριωμένη και αποδεδειγμένη επαγγελματική ικανότητα στην υλοποίηση έργων αντίστοιχου μεγέθους και πολυπλοκότητας με το υπό ανάθεση Έργο.

Συγκεκριμένα, απαιτείται, για το χρονικό διάστημα από το έτος 2021 έως και το τρέχον έτος (2026), να έχουν ολοκληρώσει επιτυχώς σχετικά έργα ή να έχουν σχετικά έργα υπό εκτέλεση.

Σε περίπτωση που ο προσφέρων επικαλείται έργα υπό εκτέλεση, η σχετική σύμβαση θα πρέπει να προβλέπει τη δυνατότητα μερικής ολοκλήρωσης τμήματος ή τμημάτων του έργου και να έχει ολοκληρωθεί η παραλαβή και η τιμολόγηση των αντίστοιχων τμημάτων από τον πελάτη.

Α1. Μια σύμβαση σε φορείς Δημόσιου ή Ιδιωτικού τομέα η οποία περιλαμβάνει αθροιστικά τα ακόλουθα αντικείμενα:

• Προμήθεια αδειών χρήσης υπηρεσιών Παρόχου Δημόσιου υπολογιστικού νέφους (στην πλατφόρμα υπολογιστικού νέφους της Microsoft) συμβατικού τιμήματος άνω των 50.000.000 ευρώ
• Παροχή συναφών υπηρεσιών και συγκεκριμένες κατ’ ελάχιστον παροχή υπηρεσιών μελέτης εφαρμογής, ανάπτυξης ή/και μετάπτωση εφαρμογών στο υπολογιστικό νέφος και επιτόπια υποστήριξη συμβατικού τιμήματος άνω των 8.000.000 ευρώ Α2.Μία σύμβαση για φορείς του Δημοσίου ή του Ιδιωτικού Τομέα με αντικείμενο τη δημιουργία cloud native εφαρμογής/εφαρμογών οι οποίες να έχουν δημιουργηθεί με πλήρως αυτοματοποιημένο τρόπο (pipelines, Iac) με ελάχιστο προϋπολογισμό 1.000.000 € A3.Μία σύμβαση για φορείς του Δημοσίου ή του Ιδιωτικού Τομέα με αντικείμενο την υλοποίηση εξειδικευμένων υπηρεσιών νέφους (Kubernetes clusters ή Serverless Applications) με ελάχιστο προϋπολογισμό 8.000.000 € που να καλύπτει τους παρακάτω όγκους (volumes):
• Υπηρεσίες δημιουργίας Kubernetes Cluster υπηρεσιών για δέκα ή περισσότερες (10) υπηρεσίες Kubernetes
• Υπηρεσίες βελτιστοποίησης κόστους υποδομών (governance) οι οποίες να έχουν βελτιστοποιήσει κατά >=10% την κατανάλωση κόστους των υποδομών Σημειώνεται ότι: α) Σε περίπτωση που κάποια από τα ανωτέρω έργα έχουν υλοποιηθεί από τον υποψήφιο (ή τον δανείζοντα εμπειρία) ως μέλος ένωσης, προσμετράται μόνο το τίμημα που αντιστοιχεί στο ποσοστό συμμετοχής του. β) Σε περίπτωση έργων σε εξέλιξη θα πρέπει οι σχετικές υπηρεσίες να παρέχονται για χρονικό διάστημα τουλάχιστον 2 ετών γ) Σε περίπτωση έργων σε εξέλιξη λογίζεται μόνο το συμβατικό τίμημα του τμήματος του έργου που έχει παραληφθεί δ) Ένα έργο δύναται να καλύπτει περισσότερες της μίας εκ των απαιτήσεων Α1 έως Α3.Β. Να διαθέτει τις ακόλουθες πιστοποιήσεις / εξειδικεύσεις από την Microsoft B1) Να είναι Solution Partner της Microsoft για τις ακόλουθες θεματικές περιοχές:
• Solutions Partner for Infrastructure (Azure)
• Solutions Partner for Data & AI (Azure)
• Solutions Partner for Digital & App Innovation (Azure)
• Solutions Partner for Modern Work
• Solutions Partner for Security B2) Να διαθέτει τα ακόλουθα specializations από τη Microsoft:
• Cloud Security
• Identity and Access Management
• Threat Protection
• AI Apps on Microsoft AzureInfra and Database Migration to Microsoft Azure Οι θυγατρικές εταιρείες ή υποκαταστήματα πολυεθνικών εταιρειών μπορούν να προσκομίσουν τις ανωτέρω πιστοποιήσεις των μητρικών τους εταιρειών. Γ. Να διαθέτει πιστοποίηση Azure Expert Managed Service Provider Οι ανωτέρω Α έως Γ απαιτήσεις δύναται να καλύπτονται από τον Ανάδοχο είτε αυτοτελώς είτε, σε περίπτωση ένωσης οικονομικών φορέων / κοινοπραξίας, αθροιστικά από τα μέλη αυτής. Economic operators involved in the procedure for concluding this are required to ensure the quality of the services provided. More specific economic operators must have:

• ISO 9001:2015 or subsequent version or equivalent
• ISO 27001:2022 or later version or equivalent
• ISO 20000-1: 2018 or later issued or equivalent
• ISO 22301:2019 or later issued or equivalent
• ISO 27701:2019 or later issued or equivalent These certificates may be covered by the Contractor either individually or, in the case of an association of economic operators/consortium, cumulatively by its members. The contracting authority shall recognise equivalent certificates issued by bodies accredited by equivalent accreditation bodies, institutes and other Member States.It shall also accept other evidence of equivalent quality assurance measures, provided that the economic operator concerned has not been able to obtain those certificates within the relevant time limits for reasons for which he is not responsible, provided that the economic operator demonstrates that the proposed quality assurance measures meet the required quality assurance standards.
