Provision of SENT development and maintenance services

The contractor shall comply with the condition of participation in technical or professional capacity proceedings if he demonstrates that he has performed, and in the case of recurrent or continuous benefits, within the last 5 years before the deadline for the submission of tenders, and if the duration of the activity is shorter – during that period, at least: I. two services each consisting of: (a) the development of the IT system, with a service value of at least PLN 500,000 gross and (b) the maintenance of the IT system for a period of at least 12 months, with a service value of at least PLN 300,000 gross; or II. two services each consisting of the development of the IT system, with a service value of at least PLN 500,000 gross and two services each consisting of maintaining the IT system for a period of at least 12 months, with a service value of at least PLN 300,000 gross; or III. one service consisting of the development of an IT system, with a value of at least PLN 500,000 gross service and the maintenance of an IT system for a period of at least 12 months, with a value of PLN 300,000 gross service and one service consisting of the development of an IT system, with a value of PLN 500,000 gross service and one service consisting of the maintenance of an IT system for a period of at least 12 months, with a value of PLN 300,000 gross service. By the IT system the Ordering Party understands a system characterized by the following characteristics: i. communication based on web service REST and SOAP; ii. communication based on the exchange of messages using the Web services system in SOA architecture; iii. allowing simultaneous use of the IT system by at least 1000 users; i.v. made in multilayer technology, and user interface available through a web browser; v. made using Liferay Portal technology, built with at least 15 dedicated portraits made in accordance with JSR-286; vi. built on application servers; vii. receiving 400,000 xml messages (or other data structures) from customers, users of the system or external systems during one week or any other week; viii. processing 2,000,000 xml messages (or other data structures); ix. system with high availability HA, in 24/7/365 mode. By maintaining the IT system, the Contracting Authority understands at least: i. system error deletion; ii. consulting users and system administrators; iii. software update; iv. system documentation update. One service shall mean a service provided under one contract for one entity. In order to confirm that the Contractor fulfils the conditions for participation in the proceedings, the Contractor shall submit a list of the services performed and, in the case of recurrent or continuous benefits, also carried out, within the last 5 years before the expiry of the time limit for the submission of tenders, and if the period of business is shorter, including at least the information indicated in Form 3.6 and the accompanying evidence indicating whether those services have been performed or are duly carried out, the evidence referred to shall be references or other documents issued by the entity for which the services were carried out and, in the case of recurrent or continuous benefits, shall be carried out and if the Contractor, for reasons independent of him, is unable to obtain those documents, a declaration from the contractor; in the case of the benefits repeated or continuous continue to be carried out, references or other supporting documents for their proper execution shall be issued within the last 3 months before the expiry of the time limit for the submission of tenders (Promule 3.6 to IDW);

The Contractor will comply with the condition of participation in technical or professional capacity proceedings concerning persons if he demonstrates that he has or will have access to persons assigned to the performance of the public contract, which is part of the Contractor's Team, i.e. 1. Project Manager (PM) - min. 1 person - During the last 5 years before the deadline for the submission of tenders, the person has managed a minimum of 4 individual teams, with the implementation of at least 2 IT projects that meet the following requirements: 1. each project was based on the construction or development of an IT system; 2. at least one project ended with the implementation of an IT system or a new version of an IT system; 3. each project has been implemented in accordance with at least one of the following methodologies: PRINCE2, PMP, AgilePM or equivalent methods used in IT projects; 4. in each project, the person carried out the tasks of Project Manager or Deputy Project Manager for a minimum period of 6 months. 2. Business system analyst - min. 1 person - In the last 5 years before the deadline for the submission of tenders, a person has carried out business-system analytical tasks in at least 2 IT projects involving the construction or development of an IT system: 1. for a minimum of 6 months in each project; 2. within each project: (a) describe the business requirements associated with system requirements using BPMN notation or UML notation; and (b) create analytical documentation using a BPMN notation tool or UML notation. 3. Application server administrator - min. 2 persons - In the last 5 years before the deadline for submitting tenders, the person carried out application server administrator tasks consisting at least of: 1. administering application servers WildFly (JBoss) and Tomcat, 2. install, configuring and optimizing the application server, 3. manage the application server, including the installation of the application on the server, 4. monitor and diagnostics of the application server and running applications for a minimum of 12 months. 4. Administrator of the database platform (PostgreSQL) - min. 1 person - During the last 5 years before the deadline for submitting tenders, the person carried out the tasks of the Database Platform Administrator (PostgreSQL) in at least 1 IT project consisting in the construction or development of an IT system using database clusters, for a minimum period of 12 months, consisting of at least: 1. administering and tuning the database; 2. administering relational databases in PostgreSQL technology; 3. install and update the database; 4. database backup; 5. database performance monitoring; 6. index creation and optimization. 5. Message queue system administrator (RabbitMQ) - min. 1 person - In the last 5 years before the deadline for submission of tenders, the person carried out the tasks of the Message Queuing System Administrator (RabbitMQ) in at least 1 IT project consisting in the construction or development of an IT system, for a minimum period of 12 months, consisting at least of: 1. managing architecture and implementing the RabbitMQ broker cluster; 2. maintaining high availability and replication of data in the production environment; 3. configuring flow logic, key-based routing and matching and railway policies; 4. ensuring security of access and on-going monitoring of the system; 5. optimizing performance and diagnosing errors in message transmission; 6. ensuring the stability of broker work and minimising transmission delays. 6. Full-stack programmer - min.

System Production and Modification Engineer - min. 1 person - In the last 5 years before the deadline for the submission of tenders, the person carried out the tasks of the System Manufacturing and Modification Engineer, in at least 2 IT projects, consisting of the construction or development of an IT system, for a minimum period of 24 months, consisting of: 1st generation of software in Java in version at least 8, using the relational SQL database; 2nd development of software in Java using the framework Spring Boot, using the communication exchange mechanisms in xml and json; 3rd development of SOAP communication protocol (Simple Object Access Protocol) and REST (Representational State Transfer); 4th development of software in Java dedicated to operation on the Tomcat and WildFly application server (JBoss); 5th development of software in Java containing search logic using Elasticsearch technology; 6th development of software using front-end JSP technology; 7th development or modification of ports manufactured in JSR-168 and JSR-286 technology. 8. design and manufacture of web-based applications; responsive frontend applications including at least one in Liferay Portal technology; 9. manufacture of web-based applications using HTML, JavaScript, CSS; 10. manufacture of mobile apps on Android and iOS platforms in Flutter technology; 11. diagnosis and solving of production errors; 12. covering source code with unit tests and integration; 13. automation of CI/CD processes (e.g. GitLab CI, GitHub Actions, Jenkins); 14. optimization of performance and implementation of observational practices (monitoring, logging, alerting, e.g. Zabbix); 15. management of pipelines implementation version control (GitLab CI, GitHub Actions, Jenkins); 16. installation and configuration of Elasticsearch systems; 17. development or development of system architecture in business views, application and technical/technology using architectural patterns in the field of component/system integration; 16. installation and configuration of the IT system under Elasticsearch; 17. use of tool-based architecture and monitoring, and monitoring, and monitoring of the development of the installation of the installation of the environment of the 19th-based environment. 8. Specialist for digital accessibility and UX - min. 1 person - In the last 5 years before the deadline for the submission of tenders, the person carried out the tasks of the Specialist for Digital Accessibility and UX, consisting at least of: 1. adapting the documentation to meet the requirements of the Digital Website Accessibility Act and the mobile applications of public entities in at least 2 IT projects, 2. carrying out at least 2 digital accessibility studies of different websites within the meaning of the Digital Accessibility Act*, 3. designing user interfaces according to WCAG version 2.0 or 2.1 at A/AA level in at least 2 IT projects, 4. design user interfaces using an interactive mock-up tool in at least 2 IT projects. *Law of 4 April 2019 on the accessibility of digital websites and mobile applications of public entities (Journal of Laws of 2023, item 1440), hereinafter ‘the Digital Accessibility Act’. 9. 1 person - During the last 5 years before the deadline for the submission of tenders, the person has carried out the tasks Tester in at least 2 IT projects involving the construction or development of an IT system, for a minimum period of 6 months in each project, consisting of at least: 1. testing of the IT system, i.e. functional, inclusive, automatic, performance; 2. testing of the IT system using test management and error reporting tools Jira or Mantis or another equivalent tool; 3. testing of the IT system using SoapUI or JMeter or other equivalent tool; 4. creating automatic testing scripts in Selenium WebDriver or other equivalent tool for automated testing. 10. By the IT system the Ordering Party understands a system characterized by the following cumulative features: i. communication based on web service REST or SOAP; ii. communication based on the exchange of messages using the Web services system in SOA architecture; iii. allowing simultaneous use of the IT system by at least 1000 users; i.v. made in multilayer technology, and user interface accessible via a web browser; v. made in Liferay Portal technology, built with at least 15 dedicated portraits made in accordance with JSR-286; vi. built on application servers; vii. receiving 400,000 xml messages (or other data structures) from customers, users of the system or external systems during one week or any other week; viii. processing 2,000,000 xml messages (or other data structures); ix. system with high availability HA, in 24/7/365 mode. In order to confirm that the Contractor fulfils the conditions for participation in the procedure, the Contractor shall submit a list of the persons referred to by the Contractor for the performance of the public contract, in particular those responsible for the provision of services, quality control or management of construction works, together with information on their professional qualifications, powers, experience and education necessary for the performance of the public contract, as well as the scope of the activities they carry out and information on the basis for the disposal of those persons (Form 3.7. to IDW).
