What the buyer wants

1. Under Part I, the Contracting Authority requires the extension of support to the information infrastructure listed in the table in Part III of the SZW - ODO. Detailed information on the description of the subject of the contract and the manner in which the contract was carried out is provided in the SWI. 2. The serial numbers of the Fortinet devices are included in Annex 1 to the OPA. 3. Within the scope of Part I of the procedure, the date of completion of the contract (the delivery date) and the duration of the contract shall be up to 14 calendar days from the date of signature of the contract. The delivery deadline is the criterion for the evaluation of tenders and may be shortened - the final/binding date will be the date resulting from the declaration contained in the offer of the contractor. 4. Under Part I, the Contractor is not obliged to lodge a security for the proper performance of the contract. Detailed information on the security of performance of the contract for each part of the procedure is contained in Part II of the EGM - Specific conditions, Section C, paragraph 2.

Przedmiotem zamówienia prowadzonego z podziałem na części (zgodnie z ich wykazem zawartym w ust. 1 części III SWZ – OPZ) jest zakup urządzeń sieciowych lub odnowienia wsparcia dla infrastruktury teleinformatycznej w ramach części, które obejmują odpowiednio: Część I – Zakup wsparcia dla urządzeń sieciowych Fortinet Część II – Zakup wsparcia dla urządzeń Extreme Networks Część III – Zakup 10 szt. przełączników sieciowych i 10 szt. punktów dostępowych w ramach zamówienia podstawowego oraz 10 szt. przełączników sieciowych w ramach prawa opcji. W ramach części III, zgodnie z zapisem art. 441 ustawy Pzp Zamawiający przewiduje możliwość zastosowania prawa opcji na pisemne żądanie skierowane do wykonawcy.     1. W ramach części II Zamawiający wymaga przedłużenia wsparcia do infrastruktury teleinformatycznej wymienionej w tabeli zamieszczonej w części III SWZ - OPZ. Szczegółowe informacje w zakresie opisu przedmiotu zamówienia oraz sposobu realizacji zamówienia zostały zawarte w SWZ. 2. W załączniku nr 2 do OPZ znajdują się numery seryjne urządzeń Extreme Networks 3. W ramach części VIII Wykonawca jest zobowiązany do wniesienia zabezpieczenia należytego wykonania umowy na kwotę stanowiącą 5 % ceny całkowitej podanej w ust. 5, pkt 5.8., ppkt a. formularza „Oferta” (formularz OF.0.) zgodnie z art. 452 ust. 2 ustawy Pzp. The economic operator shall comply with this condition if it demonstrates that within the last three (3) years before the deadline for the submission of tenders, and if the period of business is shorter, he has carried out, and in the case of recurrent or continuous benefits he shall also carry out, at least 2 (two) contracts which covered the supply of network equipment with a gross value of at least PLN 300 000 each. (requirements specified in Part II of the WWZ, Section A.(1) point 1.4.1.). II. To confirm that the Contractor fulfils the condition of participation in the proceedings, The Contracting Authority shall, pursuant to Article 126(1) of the Public Procurement Act, invite the Contractor whose offer has been assessed at most, to submit within the prescribed time limit, no less than 10 days, up to the date of submission of the following POD: 1. in respect of the condition of professional competence in terms of knowledge and experience under Part III of the procedure: the list of deliveries carried out and, in the case of recurring or continuous benefits, also carried out during the last three years, and if the duration of the activity is shorter, during that period, with the indication of their value, the subject matter, the dates of performance and the entities to which the supplies have been made or are carried out, and the addition of evidence indicating whether those supplies have been made or are carried out duly. The list shall be drawn up in accordance with the model set out in Form DP.5. The evidence referred to shall be the references or other documents drawn up by the entity for which the supplies were made and, in the case of recurrent or continuous benefits, they shall be carried out, and if the contractor, for reasons beyond his control, is unable to obtain such documents, the contractor’s statement; in the case of repeated or continuous benefits, references or other documents proving their proper execution should be issued within the last 3 months.

The Contracting Authority sets requirements for participation in the proceedings, technical capacity - in terms of staff capacity The contractor shall comply with this condition if it demonstrates that he/she has or will have access to persons who will be directed to the execution of the contract with the relevant professional qualifications, i.e. at least 2 engineers with advanced design, implementation, administration, monitoring and diagnosis and problem-solving skills in the Enterprise-class network security infrastructure. (requirements specified in Part II of the WWZ, Section A.(1) point 1.5. point 1.5.1.). II. To confirm that the Contractor fulfils the condition of participation in the proceedings, The Contracting Authority, pursuant to Article 126(1) of the PZP Act, shall invite the Contractor whose offer has been assessed at most, to submit, within a specified period of time, no less than 10 days, up to the date of submission of the following POD: 1. in terms of the technical capacity condition - in terms of having the personnel capacity of the List of persons addressed by the Contractor for the performance of the public contract, together with information on their professional qualifications, powers, experience and education necessary for the performance of the public contract, as well as the scope of their activities and information on the basis for the disposal of those persons. The list shall be drawn up in accordance with the model set out in Form DP.6.

I. The Contracting Authority shall lay down requirements for participation in the proceedings, professional capacity, knowledge and experience. The contractor shall comply with the above condition if it demonstrates that within the last three (3) years before the deadline for the submission of tenders, and if the period of business is shorter, he has carried out, and in the case of recurrent or continuous benefits he also performs, at least 2 (two) contracts which covered the delivery of UTM-type equipment, with a value of at least PLN 250,000 gross (requirements set out in detail in Part II of the SWZ, Section A(1) point 1.4.1.4.3.). II. (requirements specified in Part II of the WWZ, Section A.(1) point 1.5. point 1.5.2.). II. To confirm that the Contractor fulfils the condition of participation in the proceedings, The Contracting Authority, pursuant to Article 126(1) of the PZP Act, shall invite the Contractor whose offer has been assessed at most, to submit, within a specified period of time, no less than 10 days, up to the date of submission of the following POD: 1. in terms of the technical capacity condition - in terms of having the personnel capacity of the List of persons addressed by the Contractor for the performance of the public contract, together with information on their professional qualifications, powers, experience and education necessary for the performance of the public contract, as well as the scope of their activities and information on the basis for the disposal of those persons. The list shall be drawn up in accordance with the model set out in Form DP.7.

The Contracting Authority shall not make requirements in this respect for Part IX of the proceedings.
