What the buyer wants

The framework agreement covers the management, further development, customisation, troubleshooting, maintenance and optimisation (operation) of SharePoint Server solutions, as well as assistance with the development and optimisation of SharePoint Online and hybrid SharePoint solutions. Forsvarsbygg operates the underlying infrastructure itself, and the supplier shall provide support for the management, operation and development of the SharePoint platforms. The contracting authority intends to enter into a framework agreement with 1 (one) supplier. The framework agreement has a duration of 2 years, with the option to extend it by up to 1 (one) year at a time, up to 2 (two) times, giving a maximum duration of 4 (four) years. The framework agreement is non-exclusive. The estimated value of the framework agreement, including all options, is NOK 6 million excluding VAT. The maximum value of the framework agreement, including all options, is NOK 10 million excluding VAT.

The supplier must be a legally registered company. Foreign suppliers must provide documentation confirming that the company is legally registered in its home country. Norwegian suppliers are not required to provide evidence of compliance with this requirement beyond submitting a tax and VAT certificate; see below.

The supplier must be up to date with the payment of taxes and duties. “Tax and VAT certificate” (RF-1507). The certificate can be ordered via www.altinn.no. The certificate must be no more than six months old as of the tender submission deadline.

The supplier must have the necessary economic and financial capacity to perform the contract. A credit rating of “creditworthy” or equivalent is sufficient to meet this requirement. The supplier must submit a credit assessment issued by a company legally authorised to conduct credit assessments. The assessment must be no more than six months old as of the application deadline. The credit assessment must include an evaluation of the supplier’s payment history and reliability. The result must be expressed as a rating (letters or numbers) on a defined scale. If the supplier relies on guarantees provided by other companies (e.g. a parent company) to meet this requirement, an equivalent credit assessment must be submitted for the guarantor. A legally binding declaration from the guarantor confirming that it assumes joint and several liability for any liability arising under the contract must also be submitted.

The supplier must have sufficient experience with comparable assignments. Comparable assignments mean assignments involving the development, operation and maintenance of SharePoint solutions. Compliance with this requirement must be documented by completing the “Reference List” appendix. The supplier must describe at least two relevant assignments carried out within the last three years.
