What the buyer wants
The object of the procurement is the procurement of the necessary licenses as well as the introduction, configuration and maintenance of a standard software (including technical and optional user support) for the determination procedure according to SGB IX as well as the recognition of marks including the issuance of ID cards according to the Severely Disabled Person ID Ordinance, which is to be used in the State Office for Social Affairs, Youth and Health Saxony-Anhalt. The service of the contractor includes initial setup with the hoster, old data migration, adaptation of the standard software to the specific requirements of the LAS, planning, organization and evaluation of the tests, commissioning of the production system with the hoster after acceptance, error elimination after acceptance in the start-up phase as well as software maintenance with fault hotline, update and adaptation to current legal regulations and new operating system versions as well as coordinated further development on the basis of an institutionalized control by the user authorities. Proof of registration in a professional or commercial register
As an alternative to proof of registration in a professional or commercial register, the proof of permitted professional practice shall be provided in another way.
Declaration of total turnover including turnover in the field of activity of the contract
Proof that the bidder has a professional or company liability insurance with a cover for personal injury in the amount of at least EUR 500,000.00 and for material and property damage in the amount of at least EUR 2.000.000.00 per claim, limited to twice the maximum annual performance. In particular, insurance covers the following risks: - Damage arising in connection with the provision of IT services, in particular the development, implementation, integration and support of software, - Damage arising from incorrect consulting, planning, conception, implementation, migration and training, - Damage caused by data loss, data damage or data misuse (including data breaches), - Damage arising from the connection and integration into existing IT infrastructures (e.g. DMS, Active Directory, HKR systems), - Damage arising from the breach of IT security requirements or the non-compliance with accessibility requirements.
Tenderers shall ensure that a qualified and experienced project team is available to carry out the tendered services. The minimum requirements under "Technical and professional capacity" set out in the document "Quality and award criteria" must be met and proven in the offer.
The minimum requirements under "2nd reference contracts" set out in the document "Quality and award criteria" shall be met and demonstrated in the tender.
A declaration of compliance with the tariff, minimum hourly pay and equal pay shall be made by the tenderer.
