To prove technical and professional performance, please submit a list with at least 3 suitable references in relation to the relevant performance (software airlock and product-related services). Present your performance for the subject matter of the contract and your relevant experience based on the references. For the references, the following information must be provided: •Description of the services performed, •Value of the order, •Period of service provision, •Indicate the responsible contact point with the customer of the reference with address and contact details. In addition, the following requirements apply to the nominated references: •The references must not be older than three years (the relevant date is the last service provision - until the date of the contract notice). At least one reference must relate to an order from a contracting authority within the meaning of § 98 GWB with an order volume of at least 50,000.00 euros. The minimum requirements may also be demonstrated by the same reference. Where references are not yet completed, indicate the level of performance achieved so far. The Procurement Office of the BMI then decides on the recognition of this reference at its due discretion. Power levels not yet realized cannot be taken into account. For the references, the template "Preliminary References" can be used. Please use the template several times if necessary. Alternatively, you can submit a self-created reference list if the information required in the form is clearly displayed. Only 3 references are required. You are free to name further references. Since the exchange of an erroneous reference by a conditional reference submitted after the end of the tendering period is not possible and, in the relevant cases, entails the exclusion of the tenderer, the Procurement Office of the BMI recommends that a list of further references considered as conditional be submitted. The BMI Procurement Office reserves the right to verify the references provided. Information which does not withstand verification may lead to exclusion from the award procedure. If you are unable to provide the information required for legitimate reasons of confidentiality, you should inform the BMI Procurement Office of these reasons with the offer and provide other suitable proof of technical and professional capacity. The Procurement Office of the BMI then decides, at its due discretion, on the recognition of the alternative proof. Asking and teaching another (more suitable) Proof is no longer possible after the end of the tender period for reasons of procurement law. Please note in any case that you can also specify margins for a minimum requirement of the value of the order (e.g. > €100,000 or between €100,000 and €200,000.

For the purpose of demonstrating human capacity, the average number of persons employed per year in the relevant business line in full-time equivalent over the last three financial years shall be provided. Please submit a self-declaration in the form of a self-created list. The average minimum number per financial year is 45 full-time equivalent employees. In the case of bidding associations or the involvement of other companies within the framework of a qualifying loan in accordance with § 47 VgV, a self-declaration in the form of a self-created list must be submitted for each member of the bidding association or for each company granting the qualification, which proves the respective annual values of the last three financial years for each member of the bidding constellation. The sum must reach the minimum number. If you are unable to provide the documents for legitimate reasons, please inform the BMI Procurement Office of these reasons in the offer and provide another suitable proof of personnel performance. The Procurement Office of the BMI then decides, at its due discretion, on the recognition of the alternative proof. Asking and teaching another (more suitable) Evidence is no longer possible after the closing date for procurement reasons.

To demonstrate economic and financial standing, the total turnover for the last three financial years must be stated. For this purpose, please submit a self-declaration in the form of a self-prepared list upon tender submission. The sum of the turnovers must reach the minimum turnover. The required minimum turnover per financial year is EUR 8,000,000.00. In the case of bidding consortia or the involvement of other companies within the framework of reliance on the capacities of other entities pursuant to Section 47 of the VgV, a self-declaration in the form of a self-prepared list must be submitted for each member of the bidding consortium or for each entity providing capacity, evidencing the respective annual figures for the last three financial years for each member of the bidding constellation. The sum of the turnovers must reach the minimum turnover. If, for justified reasons, you are unable to provide the documents, please state these reasons in the tender to the Procurement Agency of the BMI (Federal Ministry of the Interior) and submit other suitable proof of economic and financial standing. The Procurement Agency of the BMI will then decide at its dutiful discretion whether to accept the alternative proof. Requesting and submitting other (more suitable) proof after the submission deadline is no longer possible for public procurement law reasons.
