Economic or financial situation Description of how to assess the fulfilment of this condition: . 1. The Contracting Authority states that the above condition will be met if the Contractor demonstrates that he has financial or creditworthiness of the amount, at least PLN 500 000,00 (in words: PLN five hundred thousand); 2. The Contracting Authority states that the above condition will be fulfilled if the Contractor demonstrates that he is insured against civil liability in respect of the subject-matter of the contract for a sum not less than PLN 1 000.00 (in words: one million zlotys). ADDITIONAL INFORMATION: 1) For the purpose of assessing compliance with the conditions for participation in the proceedings, if values are given in currencies other than PLN, The Contracting Authority shall accept the average rate of PLN to this currency provided by the NBP on the basis of a table of average foreign exchange rates, on the day of publication of the contract notice in OJ E. 2) The Contracting Authority shall permit compliance with the condition of paragraph 3.3.1. including a third party (in the case of reliance on the resources of a third party) or together with contractors jointly applying for the contract. The economic operator whose bid will be assessed at the most to demonstrate compliance with the conditions for participation in the proceedings (as defined by the Contracting Authority), pursuant to Article 126(1) of the Act, will be called upon to submit the following personal evidence (current at the date of submission): - in order to demonstrate compliance with the condition in paragraph 1: information from the bank or cooperative credit savings bank confirming the amount of funds or creditworthiness of the economic operator, within a period not earlier than 3 months prior to its submission. - in order to demonstrate compliance with the condition of paragraph .2: documents proving that the contractor is insured against civil liability in respect of the activities relating to the subject-matter of the contract, indicating the guarantee amount of that insurance.

Technical or professional capacity: Description of how this condition is assessed: The Contracting Authority shall specify that the condition will be fulfilled if the Contractor demonstrates that he has duly completed, not earlier than the last 3 years before the deadline for the submission of tenders, and if the duration of the business is shorter, at least two orders consisting of the supply of an IT system, including:  financial and accounting records, including budget planning for the Authority, VAT settlement of the body and the organisational units, tax records and local charges, in terms of a minimum of property, agricultural, forestry tax;  electronic public services (e-services) at a minimum of 4 maturity levels according to the e-service model published by the Ministry of Digitisation in terms of at least payments for local taxes and charges; ADDITIONAL INFORMATION: 1) The Contracting Authority does not specify the detailed way in which Contractors jointly apply for the contract (no use of the disposal provided for in Article 117(1) of the Act). 2) If the Contractor cites experience in the execution of a contract performed jointly with other economic operators, the deliveries in which the Contractor directly participated must be shown. 3) For a given subject, the capacity levels referred to in Article 112(3) of the Act have not yet been defined (no implementing provisions to be issued pursuant to Article 5(5) of the Act of 5 August 2025 on the certification of public procurement contractors (Journal of Laws, item 1235, as amended). The economic operator whose offer will be assessed at the most in order to demonstrate compliance with the conditions for participation in the proceedings (as defined by the Contracting Authority), pursuant to Article 126(1) of the Act, shall be called upon to submit the following body of evidence (updated at the date of their submission): - a list of deliveries made over the last 3 years, and if the duration of the activity is shorter, within that period, together with their value, the subject matter, the dates of performance and the entities to which the supplies have been made, and the addition of evidence as to whether these supplies have been duly carried out, with references or other documents drawn up by the entity for which they have been supplied, and if the contractor for reasons beyond his control is unable to obtain such documents, a declaration from the contractor.

Contract award may be sought by Contractors who have or will have access to, or will have access to, or will have access to, the procurement process at least: one person with competence in project management in accordance with the PRINCE2 methodology, PMPA or another methodology publicly available (description of the methodology is published) and applied, which constitutes a set of rules and rules of procedure, which is a coherent approach to the execution and management of a project or a diploma of higher education or postgraduate studies in project management, which has been the Project Manager on the side of the contractor in at least 2 contracts covering the delivery and implementation of information systems - that person in this contract will serve as Project Manager; The Contracting Authority shall at the same time allow one person to perform several functions, as mentioned above. The economic operator whose tender is to be assessed at the most in order to demonstrate compliance with the conditions for participation in the procedure (defined by the Contracting Authority), pursuant to Article 126(1) of the Act, shall be called upon to submit the following personal evidence (updated at the date of their submission): - the list of persons addressed by the Contracting Authority to carry out the contract, in particular those responsible for the provision of services, together with information on their professional qualifications, experience and education necessary for the performance of the public contract, as well as the extent of their activities and information on the basis of their availability.
