What the buyer wants
In order to ensure its attractiveness as a residential and commercial location in the future, the city of Regen (hereinafter "the customer") intends to further improve broadband coverage in the urban area and thus achieve a comprehensive gigabit supply. In order to achieve this objective, the client has already passed the following procedural steps within the framework of the gigabit funding program of the Federal Republic of Germany:
- Industry dialogue
- Market exploration procedure
- Submission application The client has received on 25.09.2026 the decision on a grant from the federal government for an economic gap model of the guideline "Promotion to support the gigabit expansion of telecommunications networks in the Federal Republic of Germany" (Gigabit guideline 2.0) within the framework of the "Gap closure program".The objective of this funding measure is to support an effective and technology-neutral gigabit expansion in the client’s project area for the establishment of future-proof and convergent gigabit networks that also meet the future requirements of the mobile gigabit society. In addition, the gigabit networks should take into account future needs of stationary and mobile applications in order to be able to implement the later setup of systems required for this purpose (e.g., compressed mobile radio cells) without great effort.
Industry dialogue and market exploration have shown that there is currently no high-performance gigabit infrastructure for the subdivision of the local authority with an offer of corresponding telecommunications services nationwide in accordance with the objectives of the gigabit framework regulation 2.0 and will be available in the coming years.
The regional authorities have therefore applied for and received funding for a comprehensive expansion of gigabits - in relation to the under-supplied part of the economic gap model within the framework of the directive "Support for the support of the expansion of gigabits of telecommunications networks in the Federal Republic of Germany - Gigabit Directive 2.0 (Gigabit-RL 2.0)" in the version of the 2nd amendment of 13.01.2025 ("Gigabit Directive 2.0").

The reporting period is defined as a period of at least seven years from commissioning. The presentation of the economic efficiency gap must contain in a clear form a list of the investment and operating expenses necessary for the implementation of the project as well as the revenue forecast on the basis of the expected profitability potential. The recipient of the grant must treat the information received confidentially. In the case of wired infrastructure, capital expenditure includes the installation or improvement of the necessary facilities up to and including the network termination unit (for example FTTB, "Fibre to the building").
