What the buyer wants
The need for recruitment is a response to the technological obsolescence and fragmentation of the current telecommunications infrastructure of the City Council, which operate with the power stations of different manufacturers, non-integrated mobile and fixed lines and a disintegrated Internet access network, without support for modern collaborative functions. This situation generates network inefficiencies or critical events. To meet this need, a transformation of the municipal telecommunications model to a solution based on: - Unified Communications as a Service, provided from the cloud, with guarantees of availability, continuity and disaster recovery. - Logical centralization of voice, data and messaging services. - Accessibility from any device, seat or working mode. The planned solution is appropriate to the state of art and the nature of the services, and meets criteria of economic efficiency, continuity of service and future adaptability. It is in line with Law 40 / 2015 (arts. 3 and 13), with the National Security Scheme (RD 311 / 2022) and with Directive (EU) 2022 / 2555 (NIS2) and its ongoing transposition (Real Decreto- Law 7 / 2025 and regulations that develop or replace it).

48 monthsLa necesidad de la contratación responde a la obsolescencia tecnológica y a la fragmentación de las actuales infraestructuras de telecomunicaciones del Ayuntamiento, que operan con centralitas de diferentes fabricantes, líneas móviles y fijas no integradas y una red de acceso a Internet disgregada, sin soporte para funcionalidades colaborativas modernas. Esta situación genera ineficiencias de red o eventos críticos.
 Para atender esta necesidad resulta imprescindible una transformación del modelo de telecomunicaciones municipales hacia una solución basada en: 
 - Comunicaciones unificadas bajo arquitectura UCaaS (Unified Communications as a Service), prestadas desde la nube, con garantías de disponibilidad, continuidad y recuperación ante desastres.
 - Centralización lógica de los servicios de voz, datos y mensajería.
 - Accesibilidad desde cualquier dispositivo, sede o modalidad laboral.
 La solución proyectada es adecuada al estado del arte y a la naturaleza de los servicios, y responde a criterios de eficiencia económica, continuidad del servicio y adaptabilidad futura. Se alinea con la Ley 40/2015 (arts. 3 y 13), con el Esquema Nacional de Seguridad (RD 311/2022) y con la Directiva (UE) 2022/2555 (NIS2) y su transposición en curso (Real Decreto-ley 7/2025 y normativa que la desarrolle o
