Candidates must have achieved a minimum annual total turnover in the amount of EUR 8,027,282.50 excluding VAT, calculated on the basis of the annual turnovers for the last three completed financial years. "Annual total turnover" shall be understood as: the sum of net sales revenues within the meaning of the Accounting Act. In accordance with the Methodological Guidelines of the Executive Director of the Public Procurement Agency on the implementation of the Public Procurement Act in connection with the introduction of the euro in the Republic of Bulgaria (MG No. 1/05.12.2025), when candidates or participants submit evidence relating to periods prior to the introduction of the euro that contains amounts in Bulgarian levs, they shall, as of the date of the introduction of the euro, also indicate the euro value obtained as a result of the conversion carried out at the fixed exchange rate and in compliance with the rules of the Act on the Introduction of the Euro in the Republic of Bulgaria (AIERB). Annual financial statements are prepared in the currency that is in official circulation in the Republic of Bulgaria at the end of the relevant reporting period. Accounting documents and reports for periods prior to the introduction of the euro remain valid and are subject to recalculation by applying the official fixed exchange rate. The documents through which, in the cases specified by law, compliance with the stated selection criterion is proven are: - the annual financial statements or component parts thereof, where their publication is required under the legislation of the country in which the candidate is established, or a statement of total turnover. The information may cover a shorter period depending on the date on which the candidate was incorporated or commenced its activities. If the candidate is a foreign entity, the reference point for the requirement is the legislation governing the activities of the respective candidate.

1. Candidates must possess a valid Security Clearance (SC) or Confirmation issued in accordance with the Protection of Classified Information Act (PCIA), with a classification level of "Secret" or higher. To demonstrate compliance with this requirement, the candidate must submit, together with the application for participation, a copy of a valid SC or Confirmation certified by the Information Security Officer. 2. Candidates must possess valid Clearances for Access to Classified Information (CACI) or Confirmations with an information security classification level of "Secret" or higher for the persons holding management positions and representing the company, including members of the management and supervisory bodies (all obliged persons under Art. 54, Paras. 2 and 3 of the Public Procurement Act (PPA)) and persons working in the information security administrative unit. To demonstrate compliance with this requirement, the candidate must submit, together with the application for participation, copies of valid CACIs or Confirmations for the persons indicated above, certified by the Information Security Officer. 3. Candidates must possess a valid Certificate for an established Classified Information Registry (CIR) with a classification level of "Secret" or higher. To demonstrate compliance with this requirement, the candidate must submit, together with the application for participation, a copy of a valid certificate for an established classified information registry certified by the Information Security Officer. 4. Candidates must possess a valid Communication and Information System (CIS) Security Certificate certifying that the specified CIS, established for the needs of the candidate/participant, can create, process, use, store, and exchange classified information in electronic form with a security classification level up to "Secret" or higher inclusive. Upon submitting the application for participation, the candidate declares compliance with the established requirement by completing item 4 of Declaration – Template No. 10.
