Acquisition of expert software under the DBR framework

The establishment of a dynamic purchasing system covers the following categories: -- acquisition of software capable of obtaining IT experts' software (including, in particular, but not limited to, the purchase of software suitable for saving, deep-level analysis, testing of smart phones, tablet computers and cloud-based services; purchase of software for reading, deep-level analysis, testing of data stored on mobile devices (such as smartphones, tablet computers) and cloud-based services;

purchase of software capable of saving, analysing and developing software for the development of software for forensic technologies; - image and video storage;

- acquisition of software for the development of software for the development of software and development of software for the development of software for the development of software for the development of software for the development of software for computer, development of software and development of software and development of software on computer, processing of software on mobile devices on mobile devices on mobile devices;

The applicant shall provide, within each category, the precise technical description and contractual terms of the premises (s) to be purchased for DBRs at the time of the DBR's bidding phase, at the same time as the invitation to tender, pursuant to Article 107 (2) of the Kbt. In accordance with Article 107 (2) of the Kbt., the applicant maintains the possibility to include in the invitation to tender in the implementation of the DBR, at the same time as the invitation to tender, a partial offer for the specific procurement needs included therein, depending on the subject matter and nature of the specific procurement.

The applicant intends to set up DBRt for 36 months, for which period the total value of the purchases planned is net of HUF 200 000 000. AK wishes to indicate that it does not assume a call obligation in respect of the estimated total value in the technical specifications of the prospectus or in the call for competition, since no actual purchase obligation will be imposed by the applicant for the application of this specific purchasing method (DBR setting up).

The applicant intends to launch one or more bidding phases on a quarterly basis according to the needs of the applicant and reserves the right to send a call for proposals more frequently. The expected maximum size of each contract to be awarded under the DBR shall be 8 000 000 HUF net. In accordance with Article 107 (4) of Kbt., the applicant shall include all candidates meeting the eligibility criteria in the DBRs and shall not limit the number of candidates to be offered.

The applicant shall inform candidates (tenderers at later stage of the procedure) that, if the procurement documents contain a reference to a specific brand, origin, type, in order to clearly and understandably specify the subject matter of the procurement, they shall: Pursuant to Article 46 (3) of the Corm. Decree, the designation was made only in order to clearly define the nature of the subject and the applicant also accepts a product of a type of origin made of an equivalent product.

The equivalence shall be assessed on the basis of the conditions laid down for the product in question. Proof of equivalence shall be the responsibility of a tenderer.
