Conditions of Participation No. 2 d Proof of an IT professional liability or property damage liability insurance with a cover sum of at least 2 million. €, a company liability insurance with a cover sum of at least € 500,000 for personal and property damage and at least 1 million. € for pecuniary damages (if these are not already covered by another of the required insurances) and a cyber insurance with a coverage sum of at least € 1 million, each per claim and with a performance maximized at least twice per insurance year. (confirmation of insurance* not older than 12 months at the closing date of the offer) Or if this does not exist as required at the time of submission of the offer, a self-declaration by the bidder that in the case of placing the order a corresponding insurance is concluded as well as a confirmation by an insurer that he is ready to conclude such an IT professional liability insurance / property damage liability insurance and cyber insurance with the bidder (copy insurance policy must be submitted until the start of the contract) Coverage must be fully maintained over the term of the contract.

In the case of a grouping of bidders, the declarations of insurance shall be attached for each member of the grouping of bidders and the full coverage shall be provided for all members.

Conditions of participation No 3a A reference from the last three years on the implementation and operation of comparable SaaS/AI solutions for document processing and completeness or plausibility checking for contracting authorities or in a comparable sensitive personal data environment. The reference shall include a productive DMS/e-file link. Indicate the terms of service, contract value, service period and contact details of the contracting entity.

gem. Conditions of participation No 3b A valid ISO/IEC 27001 certificate or equivalent proof of information security management of the data centre used shall be provided. The scope must cover the assumed services for the provision and operation of the AI housing assistant. Required certificates shall be valid at the end of the tendering period. If the validity expires until December 2026 inclusive, a proof of the initiated recertification or Renewal submitted. Equivalent evidence shall only be allowed if its scope, depth of test and timeliness correspond to the abovementioned evidence. The equivalence shall be verifiable upon submission of a tender.

gem. Conditions of participation No 3c With the offer, a short profile of the planned project management must be submitted, which shows their experience in the implementation and integration of SaaS solutions with public contracting authorities.
