Broadband Network and Infrastructure M-EA-N-S AöR - Procurement Procedure "Network Operation" - Gigabit-RL 2.0 (Dark Gray Spots)

The concession covers the lease of the passive infrastructure provided by MEANS AöR for the operation of a public telecommunications network. The network operator shall establish, commission, operate and maintain its active technology as well as commercial telecommunications services, in particular telephony, Internet and IP-TV, for private and business customers. It ensures customer hotline and troubleshooting as well as effective, open and non-discriminatory access for interested wholesale third-party providers.

The requirements of the covered support documents and the operational proof and cooperation obligations shall be respected. Minimum supply target are reliable bandwidths of at least 1 Gbit/s symmetrical according to the specification of the service. Decisive are 2,180 address points: 966 in Enkenbach-Alsenborn, 830 in Mehlingen, 306 in Sembach and 78 in Neuhemsbach.

Addresses which have already been funded elsewhere, in particular the white spots measure, are not among the addresses for which the invitation to tender is addressed. AöR reserves the right to change the scope of address in the procedure in accordance with the procurement documents. The PoPs provided by AöR are mandatory to be used as far as appropriate facilities are provided. Own deviating locations are excluded in this respect.

Equipment, interfaces, usable capacities and cost bearing are governed by the approved Annex II.4.5 and the network operation and lease agreement. The design and construction of the passive network, including the passive house connections, are carried out by AöR or its contracted entities; these services are not a construction obligation of the concession holder.

The concession holder pays the lease on the basis of the three-tier model of Price Sheet II.3 and Contract II.5: annual fixed lease for the passive network, monthly fixed lease per active private customer above a market penetration of 40 percent and monthly fixed lease per active business customer from the first business customer. Business customers are not included in the retail penetration rate.
