Account shall be taken of planning, construction and operational services provided within the last 10 completed calendar years before the end of the period for participation. Benefits may have started before this period. In the case of ongoing operational references, the level of performance actually provided within the period under consideration is relevant. Applicants shall demonstrate their experience in designing and deploying FTTB/H networks using at least one reference representation of comparable performance. Comparable services are recognized in particular:

• technical planning of FTTB/H network infrastructures,
• organization and control of network construction,
• construction management, construction coordination and quality assurance,
• acceptance and takeover of completed network infrastructures. The actual construction may have been carried out by contracted construction companies, provided that the applicant has demonstrably provided the aforementioned services independently. The reference(s) shall together comprise at least 200 FTTB/H ports actually manufactured. Several spatially separated stretches may be taken into account.The applicant shall demonstrate the self-responsible operation of at least one broadband telecommunications network with at least 500 active retail connections. Networks in FTTB/H, FTTC/VDSL and HFC/DOCSIS technologies are considered. In addition, the operation of at least 100 active FTTB/H connections must be demonstrated. A contiguous inventory network may be provided as an operational reference.

Self-declaration on the total turnover of the applicant company in relation to the last 5 financial years. If an applicant has not been active on the market for such a long time, he/she submits a business plan for the missing years. Non-recognising entities shall present an audited income statement for the last three years.

Proof of registration as operator of public telecommunications networks according to § 5 TKG at the BNetzA

Proof of the applicant’s liability and ownership by submitting an extract from the commercial register of the country of origin, which must not be older than three months at the time of expiry of the application period; this requirement shall not apply in the case of non-registered partnerships or other non-registered companies.
