Data management software

At the separate request of the client, a current extract from the commercial register of the state of establishment of the tenderer/candidate/member of the group of tenderers/candidates must be submitted after submission of the tender/application. Companies with registered offices outside Germany must submit proof of registration in a comparable register of agencies of the country of origin in a certified German translation.

(1) The applicant shall declare his/her specific annual turnover within the last three financial years in the field of activity covered by the contract for the provision of data management software. (2) Minimum requirement: The minimum annual turnover in this regard must have reached an average of EUR 1,000,000 net over the last three financial years. If this turnover is not achieved, the request to participate shall be excluded. (3) Note for candidate communities: Members of an applicant community must show their respective annual turnover individually and meet the minimum annual turnover requirement together as an applicant community.

(1) For the years 2024, 2025 (deadline date 31.12.) and 2026 (date of submission of the application), the applicant must indicate the number of professionals with experience in the development and support of data management software that his company has. (2) Minimum requirement: The applicant must have at least 20 specialists in the development and support of data management software at the time of submission of the application. Failure to comply with this minimum requirement shall lead to exclusion of the request to participate.

A. Specification of specific verifiable references (1) To demonstrate technical and professional ability pursuant to Section 46 VgV, tenderers must submit verifiable references for services rendered within the last three years (reference date: expiry of the deadline for applications) that are comparable in nature, content, and scope to the subject matter of the tender. Reference projects that cover the following subject areas in terms of content and technology are deemed comparable to the contract subject matter. (2) Minimum requirements: (a) At least one reference from the field of "database-centric execution" must be submitted, otherwise the application to participate will be excluded: The subject of the reference must be an on-premises installation. In this context, the software is used to map processes on a database (db2 / Oracle or other relational database management systems) as the source system. Data processing runs via operators (push down) in the respective source system. (b) In addition, at least two references from the field of "complex process chains" must be submitted, otherwise the application to participate will be excluded: The subject of the references must in each case be an on-premises installation for implementing complex process chains. Here, operators must have been used that map the sequence control of the process chain and execute corresponding SQL statements on the database. In doing so, variables resulting from the sequence control were passed to the SQL statements (example: load all data for the year 2022). (c) In addition, at least two references from the field of "Auto-ML" must be submitted, otherwise the application to participate will be excluded: The subject of the references must in each case have been an on-premises installation for the implementation of AUTO-ML with feature engineering. (d) Note: A single reference project can cover multiple areas. (e) Further notes: For each reference submitted, the form enclosed with the procurement documents (Annex A10 References) must be completed in full. Missing information may lead to the non-consideration of the respective reference, to a lack of suitability, and ultimately to exclusion from the procurement procedure. The services provided by the candidate within the scope of the respective reference project must be described in detail and—if the client or third parties participated in the reference service—clearly demarcated from services provided by the respective client or third parties. A reference can only be provided by an entity whose capacities are being relied upon if that entity will perform the services for which these capacities are required in the event of an award (cf. Section 47 (1) sentence 3 VgV). The contracting authority reserves the right to verify the references. Therefore, an organizational unit of the reference client must be specified through which a contact person capable of providing information can be determined. References that are anonymized in such a way that they cannot be verified by the contracting authority in compliance with the principle of equal treatment will not be considered! B. Reference list (1) The aim of the contracting authority is to procure market-established standard software for data management. Therefore, in addition to the above-mentioned references, the tenderer must attach to its application to participate an informal list of clients to whom it has provided and licensed for use, within the last three years, its data management software that it will also offer in this procurement procedure. Pure sales, consulting, development, or maintenance services without the provision and use of a corresponding software solution must not be stated.
