1. Lot 1

   1. The subject of the order is the delivery of 10 UTM (Unified Threat Management) security devices in industrial production with a dedicated central management system in the form of a virtual machine and a system of logging, reporting and correlation in the form of a virtual machine. The order includes: 1) the delivery of 10 factory new UTM equipment in industrial production; 2) the supply of a license for a central management system in the form of a virtual machine serving min. 20 devices; 3) the supply of a license for a system of log analysis, reporting and correlation in the form of a virtual machine; 4) the delivery of the necessary security licences and subscriptions for a period of 12 months for all UTM equipment supplied; meeting the detailed requirements set out in the Description of the object of the contract as set out in Annex 1 to the SWZ. 2. Detailed description of the subject matter of the order is given in Annex No 1 to the SWZ – Description of the subject matter of the order. 5. The responsibilities of the Contractor and the way in which the contract is carried out are specified in detail in the proposed provisions of the Agreement (PPU) – which constitute Annex 7 to the SWI. 6. The Contracting Authority shall require that the provision offered, including all ICT products, ICT services and ICT processes used for the performance of the contract, both as principal elements and components, elements of the service environment or ancillary solutions, does not include: 1) ICT products, ICT services or ICT processes identified in the recommendation referred to in Article 33(4) of the Act of 5 July 2018 on the National Cybersecurity System, establishing their negative impact on the primary interest in the security of the State; 2) an ICT product the type of which has been defined in the decision to recognise a supplier as a high risk provider referred to in Article 67b(15) of the Act of 5 July 2018 on the national cybersecurity system, or ICT services or ICT processes specified in that Decision. 7. Failure to comply with the requirement referred to in paragraph 6 (1) or (2) will result in rejection of the tender pursuant to Article 226 (1) (17) or (19) respectively. The subject matter of the contract shall be carried out within 40 days of the date of conclusion of the Agreement, but not later than 15 December 2026, whichever is the first, provided that the delivery of UTM equipment with the required licenses and subscriptions and licenses intended to be launched in a virtual environment shall be carried out no later than 4 December 2026.

2. Lot 2Dostawa urządzeń bezpieczeństwa klasy UTM w wykonaniu przemysłowym wraz z dedykowanym systemem centralnego zarządzania oraz systemem logowania i raportowania

   1. Przedmiotem zamówienia jest dostawa 10 sztuk urządzeń bezpieczeństwa klasy UTM (Unified Threat Management) w wykonaniu przemysłowym wraz z dedykowanym systemem centralnego zarządzania w postaci maszyny wirtualnej oraz systemem logowania, raportowania i korelacji w postaci maszyny wirtualnej. W zakres zamówienia wchodzi: 1) dostawa 10 fabrycznie nowych urządzeń klasy UTM w wykonaniu przemysłowym; 2) dostawa licencji na system centralnego zarządzania w postaci maszyny wirtualnej obsługujący min. 20 urządzeń; 3) dostawa licencji na system analizy logów, raportowania i korelacji w postaci maszyny wirtualnej; 4) dostawa niezbędnych licencji i subskrypcji bezpieczeństwa na okres 12 miesięcy dla wszystkich dostarczanych urządzeń UTM; spełniających szczegółowe wymagania określone w Opisie przedmiotu zamówienia stanowiącym Załącznik nr 1 do SWZ. 2. Szczegółowy opis przedmiotu zamówienia zawarty jest w Załączniku nr 1 do SWZ – Opis przedmiotu zamówienia. 5. Zakres obowiązków Wykonawcy oraz sposób realizacji zamówienia został szczegółowo określony w projektowanych postanowieniach umowy (PPU) – stanowiących Załącznik nr 7 do SWZ. 6. Zamawiający wymaga, aby oferowane świadczenie, w tym wszystkie produkty ICT, usługi ICT oraz procesy ICT wykorzystywane do realizacji zamówienia, zarówno jako elementy główne, jak i komponenty, elementy środowiska świadczenia usługi lub rozwiązania towarzyszące, nie obejmowało: 1) produktów ICT, usług ICT lub procesów ICT wskazanych w rekomendacji, o której mowa w art. 33 ust. 4 ustawy z dnia 5 lipca 2018 r. o krajowym systemie cyberbezpieczeństwa, stwierdzającej ich negatywny wpływ na podstawowy interes bezpieczeństwa państwa; 2) produktu ICT, którego typ został określony w decyzji w sprawie uznania dostawcy za dostawcę wysokiego ryzyka, o której mowa w art. 67b ust. 15 ustawy z dnia 5 lipca 2018 r. o krajowym systemie cyberbezpieczeństwa, ani usług ICT lub procesów ICT określonych w tej decyzji. 7. Niespełnienie wymagania, o którym mowa w pkt 6 ppkt 1) lub 2), skutkować będzie odrzuceniem oferty na podstawie art. 226 ust. 1 odpowiednio pkt 17) lub pkt 19). ustawy Pzp. 8. Przedmiot zamówienia wykonany zostanie w terminie do 40 dni od dnia zawarcia Umowy, jednak nie później niż do dnia 15 grudnia 2026 r., w zależności od tego, który z terminów nastąpi jako pierwszy, z zastrzeżeniem, że dostawy urządzeń UTM wraz z wymaganymi licencjami i subskrypcjami oraz licencji przeznaczonych do uruchomienia w środowisku wirtualnym, wykonane zostaną nie później niż do dnia 4 grudnia 2026 r.
